The Swiss Red Cross (SRC) is part of the Red Cross and Red Crescent Movement – the world’s largest independent humanitarian organization. The movement has three parts: the national Societies, the international Federation of the Red Cross and Red Crescent (IFRC) and the International Committee of the Red Cross (ICRC). The SRC has been present in Nepal for many years, implementing development projects in the area of health, WASH and DRR together with the Nepal Red Cross (NRCS) and the Nepalese Government. Related to the impact of the Earthquake of April 25th 2015, the SRC is supporting the affected population in the districts of Dolakha, Ramechhap and Sinduli, with owner-driven housing reconstruction projects.

Shelter Delegate:

The Shelter Delegate is responsible for the implementation of a capacity building project for craftsmen in earthquake reinforcement techniques as well as for the design, planning and implementation of an owner-driven housing reconstruction project. He or she is reporting to the SRC Field Coordinator in Nepal and the SRC Project Coordinator in Bern. The delegate will be managing the SRC/NRCS field team (national staff).

Role and Responsibilities:

  • Coordinates the planning and design of the SRC/NRCS shelter projects on district level
  • Elaborates the technical designs and funding proposals
  • Ensures community participation in assessments, planning, implementation and monitoring
  • Assures technical quality of the projects and coherence with national standards
  • Initiates implementation of the project through a pilot phase and sets up the M&E system
  • Produces accurate, regular and timely narrative and financial reports
  • Closely coordinates with the Nepal Red Cross, clusters, the affected communities, the Nepalese government and different RC/RC actors

Requirements:

  • Education as an architect or construction engineer, WASH experience is an asset
  • At least 5 years of working experience in the domain of construction
  • Minimum 3 years of proven experience in the coordination and management of post-disaster programs, ideally including owner-driven housing projects
  • Minimum 3 years of proven experience in leadership
  • Experience in writing project proposals and reports
  • Analytical and strategic planning skills (Project Cycle Management-PCM)
  • Very good written and spoken English is essential (working language)
  • Knowledge of Nepali is an asset   
  • Experience in working with the Red Cross/Red Crescent Movement is an asset 

Conditions: 6 months with the option of extension, starting as soon as possible respectively according to agreement. Adequate salary, social insurances, travel and accommodation expenses provided.
