Background

In response to a growing humanitarian crisis and the influx of Sudanese refugees into Chad, the IRC launched programs in Chad in February 2004 (Ouré Cassoni camp), August 2008 (Bredjing camp) and January 2011 (Treguine Camp), all in Eastern Chad.

In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. In April 2012, in response to the Sahel crisis, the IRC launched an emergency health and nutrition program in Mongo, Guera region, and central part of Chad.

The IRC continues to respond to humanitarian crises as they occur. That’s how the IRC responded to the Cholera outbreak in 2011-2012 in Abeche in the eastern Chad by setting up a Cholera Treatment Center.  In May 2013 the IRC launched an emergency intervention in Tissi, to supply water to refugees fleeing violence in Darfur. In February 2014, the IRC began providing health and nutrition services to Chadian returnees and refugees from Central African Republic. The IRC Chad is working with several donors like UNHCR, BPRM, ECHO, SV, SIDA, OFDA, DFID and a number of private foundations.

More recently, in May 2016, IRC has opened a health and nutrition program at Liwa, in the Lake Chad region, in response to the crisis in the Lake Chad basin.

Overview

Generalities of the position:

Under the direct supervision of the Deputy Director of Programs (DDP) and working closely with grants, the M&E Coordinator will provide technical oversight and coordination to IRC Chad M&E.  As such, he / she will be responsible for the quality and consistency of the entire IRC Chad M&E system.  In addition, the M&E Coordinator, in close collaboration with the Deputy Director for Programs (DDP), will be responsible for coordinating strategic initiatives (SAP 2015-2020) related to Design, Monitoring & Evaluation of programs:

  • Design: “Outcome & Evidence Framework” and “Context Adaptability”
  • Monitoring & Evaluation: "Monitoring for Action", the “Comprehensive Online Measurement & Effectiveness Tool (COMET)”, and "Client Voice & Choice" and “Beneficiary counting”.

Objectives of the position:

Based in Ndjamena with regular travel to Bagasola, Farchana, Iriba, Moussoro (BEG) and Mongo field sites, the M&E Coordinator will be supervised directly by the Deputy Director of programs (DDP).

In more detail, the M&E Coordinator will be responsible for:

Technical oversight & Coordination of Monitoring & Evaluation:

  • Ensure the technical coordination and oversight of the IRC Chad’s M&E.
  • Ensure logical frameworks developed are SMART and support the inclusion of IRC Core Indicators.
  • Ensure the consistency and quality of the programs' M&E plans.
  • Ensure that the data collection tools are used correctly and, where appropriate, strengthen staff capacity in their use.
  • Ensure quality and timeliness of data collection.
  • Conduct regular field visits to check the consistency of entered data and provide necessary instructions to improve the quality of data collection.
  • When necessary, carry out evaluations or analyses that can contribute to project improvements.
  • When necessary, participate in the recruitment of new M & E staff.
  • When required, plan and oversee all impact assessments.
  • When required, play a leading role in design of tools and methodologies, implementation, write-up and dissemination of multisectoral assessments to identify the needs of populations in emergency situations

Coordination of SAP 2015-2020 Strategic Initiatives relating to Design, Monitoring & Evaluation:

  • In close collaboration with the DDP, ensure implementation of the various SAP 2015-2020 initiatives: "Outcome & Evidence Framework", "Context Adaptability", "Monitoring for Action", the global data platform "COMET" and "Client Voice & Choice".
  • Represent IRC Chad in training and discussion forums on these initiatives.
  • Ensure strengthened capacities of IRC Chad staff on initiatives and related new tools.
  • Ensure the proper use of the tools for the various initiatives at all stages of the project cycle and Program life (from identification to evaluation).
  • Support program coordinators and M & E staff in the use of new tools.
  • Ensure for IRC Chad the management and update of the ‘Comprehensive Online Measurement and Effectiveness Tool’ (COMET); collect, check and compile the standardized data on a regular basis.
  • Ensure dashboards & reports are available to allow program managers, coordinators and the Deputy Director for Programs to monitor program achievement on a monthly basis.
  • Make a regular report to the management of IRC Chad on the state of implementation of the various projects, initiatives & uptake of related tools.

Other:

  • Comply with IRC security and safety procedures.
  • Carry out any other tasks on request by the supervisor in order to develop IRC Chad programs.

REQUIREMENTS: 

  • University degree in statistics, social sciences, development economics, or related discipline
  • Minimum four (4) years of experience within the development / humanitarian sector
  • Excellent computer literacy (especially Excel)
  • Experience of web-based & mobile data entry & management
  • Excellent written & editorial skills
  • Excellent ability to develop & review M&E plans
  • Extensive experience in providing guidance to colleagues on M&E best practice for the design of data collection tools
  • Extensive experience in providing guidance for the design of, & when necessary conducting, data base establishment & maintenance
  • Extensive experience in providing guidance for the design of, & when necessary conducting, analyzing & writing-up assessments & surveys
  • Expert in training & building capacity of others
  • Excellent ability to learn new skills & demonstrated professional development to date

  • Fluency in written and spoken French and English

This is a long term, unaccompanied position
