Overview of Position
Under the overall supervision of the WASH Programme Manager and WASH Officer, and under the direct supervision of the Regional Project Assistant, the successful candidate will support the implementation of activities committed in project proposals and those required for development and sustainability of the IOM WASH Programme in Afghanistan.
Role objectives
Core Functions / Responsibilities:
- Mobilize community for the WASH programme activities, organize house-to-house hygiene promotion visits, focus group discussions and mass awareness campaigns to promote good hygiene practices within targeted communities.
- Mobilize community for the WASH programme activities, organize distribution of hygiene kits to promote good hygiene practices within targeted communities.
- Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services, and improved hygiene behaviours.
- Enable effective dialogue with the affected / targeted community to allow the organization to be held to account for the quality of the WASH programme.
- Help identify needs for non-food items relevant to hygiene, participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
- Assist in selecting, train, and manage Standing Committees from the targeted community (Community Water Management Committee members and other community volunteers) or other hygiene outreach workers within the targeted beneficiaries.
- Assist the project team in the assessment for selection of districts and communities for the WASH programme activities.
- Assist in the implementation of community events to raise awareness about key hygiene issues and their implications on the health of the community. Examples include “World water day” or “handwashing Days” and the programmes of hygiene and health education established in Schools, child friendly spaces, etc.
- Facilitate and conduct community level participatory hazard vulnerability, community action plans, capacity assessments and WASH assessments.
- Mobilize district official and community members for the district level WASH Programme activities and assist the district authorities and communities in preparation.
- Prepare and submit narrative weekly, monthly, quarterly, and other reports on the WASH activities including training and community mobilization.
- Assist in monitoring and ensuring proper field/camp data collection, analysis and storage.
- Responsible for mobilizing staff and members of schools, Child friendly spaces and other institutions including establishment of hygiene and sanitation clubs and schools/institutions.
- Conducting KAP surveys, household water sue/consumption surveys etc.
- Give support to the monitoring and evaluation team while performing their activities in the field.
- Any other related functions as may be required by the supervisor.

Required Qualifications and Experience
Education
High school diploma / Certificate or a combination of equivalent training and practical experience in Public Health, Community Development, Social Development, Education and/or Public Health, Environmental science, water management or related fields.
Experience
- At least 2 years of experience in community mobilization, public health and WASH, especially in conflict or post-conflict area.
- Experience with specialised international agencies (UN Agencies, International Organisations, and International specialized NGOs) is an advantage.
- Good knowledge of United Nation agencies, national/international institutions, government and NGO mandates and programmes;
- Direct experience in the targeted provinces is essential.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Relevant Senior level experience including managerial experience in the field of emergency response and humanitarian assistance and Shelter Cluster coordination experience.
- Experience in needs assessment and strategic designs/ of programmes are advantages.
- Experience in working with displacement populations (new influxes returns).
- Provide managerial support guidance capacity building and technical trainings at sub national level.
- Delivery of shelter and other clusters specific training activities.
- Minimum two years of experience working in the cluster system.
- Experience in producing report on shelter activities at all levels including collection of data, compilation, analysis, and submission.
- Knowledge of budget management highly advantageous.
- Demonstrated experience and knowledge of IOM procedures are highly advantageous.
- Demonstrated experience and knowledge of UN procedures are highly advantageous.
- Experience with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs) and in complex humanitarian operations, including conflict and post-conflict situations.
- Good knowledge of UN, IOM, International Organizations and NGO mandates and programs in the area of migrant’s rights in humanitarian assistance, cluster coordination, post-conflict migration, and development.
- Direct experience in the region.
- External Representation experience and/or experience in leading a coordination forum such as a working group or cluster (previous experience with IOM in this role an advantage).
- Experience in liaising with governmental authorities and local communities.
- Knowledge in MS Office, information management and other relevant skills
