Job Description

Blumont is looking to identify a Gender Specialist for future work in Senegal. The anticipated 4-year program is funded by U.S. Agency for International Development (USAID). The goal of the program is to support the increase of sustainable access to sanitation services in Senegal, with a focus on small towns and peri-urban areas.  

The Gender Specialist will assist the Social Behavior Change Specialist in the implementation of the program’s gender commitments. S/he will increase women’s leadership within the WASH sector and enhance their decision-making power within the household for WASH products and services. S/he will also support the Social Behavior Change Specialist in the overall implementation of the program 

Job Requirements

  • Support the technical and program staff to develop: gender inclusive, performance based management approaches for household sanitation. Improved, gender responsive, and scalable public sanitation infrastructure models 
  • Lead the strategy and implementation to increase gender equity and inclusion in household sanitation decision making through program interventions 
  • Consult with women’s associations, beneficiaries and staff to ensure women’s needs are addressed in project activities 
  • Inform project monitoring reports 
  • Develop women’s capacity to manage household water and support capacity building activities for community management of operation and maintenance of public toilets 
  • Provide support and contribute towards the preparation of gender mainstreamed operational guidelines, grievance dispute resolution mechanism including gender-based violence referrals, asset management and corporate business plan 
  • Other duties as assigned.  

Qualifications and Skills

  • Master’s Degree required in social sciences, human rights, gender/women’s studies, International Affairs, International Development, or related discipline 
  • Minimum of 5 years of professional experience implementing international development projects, preferably in the fields of water supply and sanitation 
  • Knowledge of and familiarity with USAID program requirements, and their policies and regulations is required, previous experience on large-scale USAID funded projects is preferred 
  • Experience in Senegal is preferred 
  • Strong negotiation and presentation skills and ability to build strong relationships with host governments’ institutions, local and international NGOs, and donors 
  • Strong oral and written communication skills in French and English are required,
