The Office of the Special Envoy for the Horn of Africa (OSE-Horn of Africa) is mandated to support the region in sustaining gains in peace and security, supporting the Intergovernmental Authority on Development (IGAD) in line with the Joint Framework for cooperation signed in 2015 between the United Nations and IGAD, and other relevant regional organizations in promoting peace and security across the Horn of Africa, inter alia via enhancing sub-regional capacities for conflict prevention and mediation and addressing cross-cutting issues. The Special Envoy is tasked with carrying out good offices and special assignments on behalf of the Secretary- General as required. The mission has been tasked with enhancing linkages in the work of the United Nations and other partners in the Horn of Africa region, with a view to promoting a joined-up regional approach, including facilitating coordination and information exchange within the United Nations system.
The Programme Officer will advance OSE-Horn of Africa’s work on the linkages between climate change, peace, and security, in collaboration with IGAD and UN agencies, funds and programmes operating in the region. Responsibilities include the design, implementation, monitoring and evaluation of programmes and other activities and assisting with the preparation of high-level events on climate, peace, and security.
This post will be in the Office of the Special Envoy for the Horn of Africa and based in Nairobi, Kenya. The Programme Officer will work under the direct supervision of the Climate, Peace, and Security Advisor.
Available for six months
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Participates in the development, implementation, and evaluation of assigned programmes/projects in the areas of climate, peace, and security, coordinated by the OSE-Horn of Africa; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Researches, analyzes, and presents information gathered from diverse sources, including quantitative and qualitative datasets, with a particular focus on climate-related risks to peace and security and solutions to address them.
- Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications.
- Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and liaising with participants, preparation of documents and presentations and assisting with logistical arrangements.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
The above responsibilities imply frequent interaction with the following:
Counterparts, senior officers, and technical staff in relevant Secretariat units and in UN field missions, funds, programs, and other UN specialized agencies.
Representatives and officials in national governments in the Horn of Africa, regional bodies including IGAD and African Union, international organizations, and consultants.

Education
Education: Advanced university degree (Master’s degree or equivalent) in environmental studies, development studies, peace, and conflict studies, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management in the field of international development and/or peace and security is required.
A minimum of two years of experience in the field of climate, peace and security is required.
Work experience in the Horn of Africa, conflict-affected countries or UN mission settings in Africa is desirable.
Languages
For this position, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
