The transition aid project Improvement of disaster risk management and food security to strengthen resilience (RDRM) has the aim to “improve the conditions for a strengthened resilience of the pastoral and agro-pastoral population and communities”. The target regions of the project are selected villagers in the three regions of Marodi Jeex, Saaxil and Togdher in ‘Somaliland’.

The project will run 3 years from 10/2020 to 09/2023 and is financed from BMZ (Germany). The project has four activity areas (1) Strengthening of the knowledge and procedures for disaster risk management of specialist authorities and selected vulnerable communities improved in order to preventively mitigate man-made and natural crises, to prepare for them and to be able to react better in the event of a disaster, (2) Improvement of food security by providing good agricultural and Animal husbandry practices combined with combined with measures to increase food safety and hygiene and supplemented by infrastructure measures, (3) the strengthening of the economic and social role of women and young adults through income-boosting agricultural and non-agricultural measures, training on economics and management and the strengthening of social networks as well (4) Strengthening the capacities of the rural and urban population in the areas of pandemic prevention and management, reducing health risks and hygiene and improving the existing infrastructure. The One Health Approach is anchored as a cross-cutting issue.

The workstream on disaster risk management will focus prevention by strengthening the National Disaster Preparedness and Food Reserve Authority (NADFOR), other actors at the state, regional, and local levels through the introduction of new or improved approaches. In addition, the project will work in at least 30 villages in order to introduce and / or strengthen priority risk-reducing measures. All measures are implemented in a conflict and gender-appropriate manner.

GIZ -RDRM project is looking for a qualified Technical Advisor for DRM who will be based in Hargeisa

Responsibilities

A. Responsibilities

The technical Advisor for DRM is responsible for

  • Implementing daily operational aspects of all issues related to the project
  • Assisting the international expert for organizational development in his work on national
    and regional level
  • Maintaining of a good flow of communication and information between all involved
    institutions and counterparts and GIZ
  • Processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
  • Ensuring that the project office runs smoothly

The technical Advisor performs the following tasks:

1. Management and coordination

The technical Advisor

  • Coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components
  • Assists all national and international advisers in carrying out their work in the field of disaster risk management
  • Assists the project with all organizational and management issues
  • Assist in conducting a capacity assessment and the development of a DRM strategy on national level with reference to DRM
  • Participates in formulating project action plans and helps synchronize the planning and budgeting system and counterparts
  • Is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities, translation of documents form Somali to English and vice versa.

2. Communication and networking

  • Develops and maintains contact with all important stakeholders
  • Provides technical assistance to local and international experts
  • Ensures knowledge management collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
  • Participates regularly in meetings of the NADFOR and other technical authorities

3. Technical advisory activities

  • Supports civil society organizations in the issues of disaster risk reduction, preparedness and response
  • Trains DRM committees on village level in the issues of disaster risk reduction, preparedness and response.
  • Monitors the performance of DRM committees on village level
  • Supports NADFOR and technical authorities in the development of procedures and technical recommendations with reference to DRM
  • Supports the development of communications channels within and between technical authorities as well as their interfaces towards civil society organizations
  • Supports the introduction of ICT based extension tools
  • Supports and monitors the use and impacts of disaster risk reduction measures
  • Develops and provides training to actors and multiplicators involved in these topics
  • Strengthens the capacities of governmental and non-governmental authorities and staff members

4. Other duties/additional tasks
