Save the Children is the world's first independent organization for children, with a vision of a world in which every child achieves the right to survival, protection, development and participation.
1. Background
Save the Children has clearly identified the climate crisis as an intergenerational child rights crisis, and the greatest threat to achieving our global priorities around child survival, learning and protection. In the West African region, climate-related dangers are expected to increase and likely fuel the already chronic crises, displacement and conflict. Save the Children has a critical role to play in child-centered and child-led mitigation and advocacy efforts.
The country office will develop the three-year strategic plan for the period 2022 - 2024. Aligning with global priorities and national contexts, SC Mauritania has identified the climate crisis as a key programming priority. While this general commitment is clear, further analysis is needed to refine the scope of this intention.
2. General Objective of the Consultancy
Develop a roadmap for the Mauritania office to integrate a working model taking into account the climate crisis, in order to identify entry points and opportunities to expand programming and advocacy work in the period to come.
The consultant will explore adaptation and mitigation actions (prioritized or not by the government) that can directly benefit the priorities of Save the Children Mauritania. Critical factors to consider include current and future climate-related risks and dangers, coordination around climate change at the national level, and the priorities of relevant donors.
3. Tasks
The consultant will undertake the following tasks in close collaboration with Save the Children staff:
- Develop a consultation work plan, outlining the methodology, steps and milestones of the consultation.
- Carry out a critical bibliographic study of the main documents and materials relating to the climate crisis in the country. This will include, without limitation, SAI global documents, internal and external studies and research tools, project documents and reports, national policy documents (if applicable), profiles of international actors and national (private and public) active in the space of the climate crisis, and the policies and priorities of donors.
- Organize discussions with key SC staff
- Conduct and analyze consultations with adolescents and young people to gather their views and ideas on the climate crisis.
- Conduct an analysis of the material collected, in order to identify entry points for programs, potential partners and funding opportunities.
- Present findings and all recommendations with SC staff, seeking comments and new ideas.
- Write a final report
4. Deliverables
The deliverables of this consultation include:
- Work plan of the consultancy, including methodology, steps and deadlines, to be submitted no later than 5 days after the start of the consultancy.
- Methodology for conducting and analyzing data from consultations with adolescents and young people.
- Debriefing with the team
- Draft report
- Final report
Format and style
The final report will be written in French in order to facilitate its understanding, as well as its translation into other languages and its dissemination to the main stakeholders. The report will be no more than 30 pages, plus appendices. Appendices should be limited to those which are essential to explain the text.

5. Methodology
The consultant will have to submit for this call a detailed methodology of the whole consultation. This methodology will be validated (after modifications if necessary) by SCE once the consultant has been selected.
Both qualitative and quantitative data and information from secondary and primary sources will be collected through assessment tools such as document reviews, in-depth interviews and consultations with children. The methodology for consultations with children should be participatory, age and gender sensitive, and ensure rigorous compliance with child safeguarding protocols.
The consultation will be conducted from the consultant's home. It is desirable that the consultant can travel to Mauritania to collect data.
6. Duration
The duration of this consultation is 15 to 20 days. All deliverables must be completed by November 30, 2021.
7. Reporting
The consultant will report to the Country Manager and the Operations Coordinator, and will work closely with the focal points of SC Spain.
8. Terms of Payment
The Consultant will receive the following payments upon completion of the results specified in the “Deliverables” section above and listed below:
- 50% upon signature of the agreement.
- 30% of the consultant fees paid during the presentation of the preliminary results of the consultations and the analysis.
- 20% of fees paid at the time of validation of the final report.
9. Confidentiality
All materials, reports and other documents produced by the consultant in connection with this consultation will be the exclusive property of Save the Children. The consultant will maintain a high level of confidentiality with external actors / stakeholders, with respect to all materials and reports produced within the framework of the consultancy. For any use of the materials / reports / documents produced, the consultant must receive the written consent of Save the Children.
10. Child Safeguarding
Save the Children is a child rights organization whose staff, consultants, associates and suppliers sign the Save the Children Child Care Policy, which aims to reduce the possibility of incidence child abuse and exploitation. The consultant will sign and abide by the Save the Children Child Safeguarding Policy at the same time as the agreement.
11. Selection Criteria
Essential:
- At least 7 years of experience working internationally in humanitarian and development contexts.
- Familiar with climate crisis programming and / or child-centered and child-led approaches.
- High level analytical, facilitation, presentation and coordination skills.
- Proven practical experience in policy analysis and / or donor landscape mapping.
- Excellent knowledge of French (written and spoken).
Desirable:
- Experience in the West African region
How to apply
Save the Children requests financial and technical proposals from qualified applicants. Proposals submitted involving more than one expert (or by one company) are accepted provided they can prove their cost / effectiveness and multidisciplinary benefits. In this case, a team leader must be appointed and will be held contractually responsible for the deliverables.

III. Review process
Once all applications have been assessed, the selected party will be informed in writing.
