CAR: Diagnosis on Establishment of a Remuneration System for APEs through IGAs and Identification of Professional Training

Created in 1994, Triangle Génération Humanitaire (TGH), a French association for international solidarity based in Lyon, designs and implements emergency, rehabilitation and development programs in the fields of water, hygiene and sanitation, food security and livelihoods, education and protection. TGH is currently working in 10 countries in Africa, Asia, Europe and the Middle East.
TGH began its action in CAR in 2007 to support vulnerable populations in the Vakaga prefecture. Today, the association operates in Vakaga in the sectors of food security, water, hygiene, sanitation and education. At the same time, the association is leading various projects in the sectors of food security and livelihoods, water, hygiene and sanitation (WASH), and education / protection in the Ouaka prefecture and Bangui.
The socio-economic situation of the CAR reflects a paradox in the sense that the immensity of its untapped or under-exploited natural resources, combined with its great agro-pastoral potential, contrasts with its socio-economic indicators which remain at critical levels.
Indeed, if more than 80% of the Central African population today survive on less than two dollars a day with a Human Development Index (HDI) which has deteriorated considerably with repeated ethnic, political and armed conflicts, populations of the North East are also among the most affected categories of the country due to its isolation on all levels despite the fact that the Vakaga region is full of substantial resources (gold, oil, agro-pastoral and fishery) including he exploitation could constitute the bases of an economy with sustained or even inclusive growth, with regard to the potential markets which are offered at the cross-border and sub-regional levels.
Despite this state of isolation, the economic potential of the Vakaga in other sectors in terms of income-generating activities constitutes a relevant lever for which an appropriate study in the field would be essential.
Since 2020, TGH and Première Urgence Internationale (PUI) have been implementing a multisectoral consortium project in the prefectures of Vakaga and Bamingui-Bangoran, the objective of which is to: "Contribute to the reduction of territorial inequalities and to the consolidation of peace in the CAR by improving the socioeconomic situation of the populations of the North-East ”. Within the framework of this project is also the educational component which integrates several activities:
- Construction, rehabilitation of infrastructure;
- Listing of schools in teaching materials;
- Support for related structures such as Parents' Associations (APE) to gradually empower them through the creation of Income Generating Activities;
- Creation of vocational training and literacy systems for young people (15-18 years) not professionally qualified.
The last two activities justify the need to conduct an appropriate study in order to:
- Strengthen the socioeconomic resilience of households through support for agricultural production and entrepreneurship to improve the economic opportunities available in the region;
- Identify the sectors with employment opportunities for young people in the Vakaga in order to highlight the opportunities and prospects for self-employment projects with the aim of contributing to the socio-professional integration of young people
Rationale and Objectives
As part of the Iboungbi project , “ Multisectoral local development project in the North-East of the Central African Republic” financed by AFD, implemented in a consortium and managed by Triangle Génération Humanitaire, a consultancy relating to the implementation is planned in place of Income Generating Activities (IGA) and assess the opportunity represented by the establishment of vocational training in the prefecture of Vakaga.
1.Establishment of a remuneration system for APEs through IGAs
The purpose of the IGAs will be to support the PTAs in order to make them autonomous in the remuneration of the Master Parents who teach in the schools. Thus, the aim of the consultancy is to identify the sectors which would make it possible to boost and strengthen the socio-economic resilience capacities of the members of the EPAs, based on the existing economic opportunities and promising sectors in the region.
The consultancy will provide an analysis and an objective understanding of the economic potentials in each of the targeted zones (10) in the Vakaga, through a feasibility study which will make it possible to propose viable, sustainable and efficient IGAs, their success factors but also their weaknesses. The study will have to take into account the realities of operation of each EPA.
The objective of this consultancy is to carry out a diagnosis in order to identify IGAs or other autonomous income generation system that will make it possible to provide sustainable financial support to the EPAs, as well as good governance proposals by:
- The involvement of all EPA entities
- Regular monitoring of IGAs put in place by UPAPE
- Presentation of the balance sheet / activity and financial report by the executive board of the EPAs
- The establishment of a transparency mechanism in the management of IGAs put in place by improving access to information at all levels.
2. Identification of professional training
Vocational training lasting 3 months on average will be aimed at young people (15-18 years) not professionally qualified. For this component, the aim of the consultancy is to identify and assess the sectors of activity that generate employment for young people (girls and boys) in the Vakaga, as well as to study the possibility of relocating training outside the region Birao.
The consultancy will integrate the dynamics of the actors involved (or mandated) in vocational training and will rank in order of profitability as well as viability the training sectors identified in order to facilitate the awareness of beneficiaries in the choice of training that will be selected.
Expected results and deliverables
This consultancy / diagnosis covers:
- The establishment of a remuneration system for parent teachers through the PTAs for the establishment of IGAs aimed at achieving the following results:
- Propose viable, sustainable IGAs adapted to each of the 10 targeted APEs;
- The success factors and points of attention relating to each of the IGAs proposed for the EPAs;
- The identification of promising professional training for young people, girls and boys aged 15 to 18, not professionally qualified to achieve the following results:
- Offer opportunities and prospects for self-employment projects in order to contribute to the socio-professional integration of young people in the Vakaga;
- Identify and analyze the training needs of young people and in particular women in the pre-identified sectors.
At the end of the consultancy, the consultant must submit a consultancy report containing:
- Analysis of the operating situation of the EPAs;
- The results of the livelihoods diagnosis by locality;
- The study of the market environment in which the proposed IGAs will be implemented;
- A financial study of IGAs offered in their environment;
- Clear and concrete recommendations for the implementation of these IGAs;
- Clear proposals for alternative and innovative independent remuneration modalities and mechanisms for parenting teachers through the PTAs;
- The study of the market environment presenting the opportunities to set up a vocational training center in Vakaga, detailing the limits and points of attention that will be taken into account when implementing the activity ;
- An orientation and identification guide for trainers according to the sectors identified;
- Survey protocols and databases;
- The consultant must share with TGH a paper version as well as a digital version of the study conducted.
