In Somalia, Trócaire has been providing humanitarian and development support since 1992, with a focus on the Gedo region. The programme provides basic support in healthcare, nutrition and education in five districts – Belet Xaawa, Dollow, Luuq, Garbahareey and Burdhubo.

The programme is recruiting a Resilience Coordinator to oversee the implementation of the Resilience component of the programme in Gedo Region of Somalia as per the donor regulations.

Reporting to Programme Manager this is a fixed term for one year (renewable) and is based in Gedo region of Somalia.

Key Duties & Responsibilities

Programme

  • Actively manage a small portfolio of partner organisations, including partner communication, proposal development, report writing, operational/project plans, contracts and information management
  • Provide high quality technical support to partners on the operationalisation of the resilience programme. This includes support on food security, natural resource-based livelihoods; sustainable agriculture with a particular focus on equitable rights for women and men, through direct mentoring, coaching, training and the creation of linkages with relevant actors, information sources and networks.
  • Lead in the day-to-day management of projects including development, partnership management and coordination.
  • Representation at key meetings including the Ministries and cluster meetings both in Gedo region and national level meetings.
  • Ensure programme quality control and downward accountability of the interventions.
  • Train partners to gather lessons learnt, best practice and stories of change across the program.
  • Act as a contact point for the field office on all Resilience issues, and ensure that concerns are addressed while adhering to organization’s procedures
  • Supervision of the resilience programme including monthly reporting of its deliverables providing regular reports against the projects work plans.
  • Oversee and directly manage resilience projects implemented by Trócaire in the provision of technical support, development of logical frameworks and appropriate indicators.

Requirements

Education

  • Professional qualification in an appropriate technical subject or subject relevant to development/ emergency work and Project Management
  • Third level qualification in: Agricultural Science, Development Studies, Resource Rights, Economics, Project Management or other related discipline.

Experience

  • At least 5 years of experience in management of an Education Project in an International NGO.
  • Experience working with the Ministry, local authorities, communities committees and partners.

Skills

  • Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; flexible and adaptable to work under unstable environments and under pressure with limited support
  • Strong writing and excellent communication skills in English and Somali.
  • Good computer skills (Microsoft Office).
  • Ability to manage and build capacity partner organizations and stakeholders.
  • Good understanding and experience of Project /Programme management cycle, and participatory appraisal techniques.
  • Demonstrates sound experience and knowledge of effective financial and budgetary control and grant management
  • Knowledge and experience of managing or working on livelihoods and/or education programmes is desirable.
  • Proven track record in high quality report and proposal preparation for donors
  • Proficiency in Somalia language
