Catholic Organization for Relief and Development Aid (Cordaid) was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty.

  1. Project Description

Cordaid in collaboration with South Sudan Development Association (SSUDA), local NGO partner, are implementing a European Union (EU) funded Pro-Resilience Action (PRO-ACT): building resilience through crisis prevention and post-crisis response strategy. This three-year duration project commenced on December 8, 2015 and has been implemented in Fashoda, Malakal, and Manyo Counties, in Western Nile State (formerly known as Upper Nile State), South Sudan.

The overall objectives Pro-Resilience Action (PRO-ACT) project is to improve food security and disaster resilience of 3,000 vulnerable households in the selected conflict-affected groups in the conflict-affected Upper Nile State (3 counties) of South Sudan. The specific objective of PRO-ACT is to enhance the capacities of 9 disaster-prone communities to sustainably produce, utilize and/or access nutritious food in Fashoda, Manyo, and Malakal counties of Upper Nile State

The project is aimed to achieve two result areas of:-

I. Improved knowledge and capacity of communities, county government departments, and local NGO’s to enhance food security and disaster resilience in an integrated manner.

II. Enhanced food security of communities through the implementation of food security and disaster resilience measures, including improved agricultural and veterinary practices, income generation, natural resources management, access to clean water and peace building.

2. Consultancy Objective:

The intended assignment contributes to the realization of Result 1: Improved knowledge and capacity of 9 communities (3000 people), 4 county government departments and 3 local NGO’s to enhance food security and disaster resilience in an integrated manner (incl. peace building, disaster prevention) with specific focus on organize and supporting women and adolescents into groups, and train them in implementing of Economic Opportunities (value chain development, agribusiness, savings & loans). By which 10 percent (300 HH) of the overall project target (3000) are mobilised into FFS group members. The 300 members (majority of the selected students will be women and adolescents, as there developmental opportunities are generally less than those of men) will be trained in innovative agri-business model. Specifically, the consultant in consultation and supervision of the Cordaid Resilience and Livelihoods Programme Manager will conduct the following activities:

a) Conduct field visit in Upper Nile to implement a market mapping exercise (e.g. EMMA or PCMMA). This should include information collection and consultation with all concerned stakeholders (incl. small and medium scale farmers, traders, local authorities, etc). the EMMA/PCMMA should be segregated by sub-regions including but not limited to (a) communities along Nile River and (b) those more inland

b) One half-day workshop in discussion with Cordaid Malakal team on the initial findings and the tentative business model for each sub-region (a) communities along Nile River and (b) those more inland

c) Develop the feasible and innovative agribusiness model

a. This should include calculation of sample business plan for each sub-region (incl. cost, sales, and possible revenue for a smallholder farmer there) b. Consider other aspects like business skills, farming as a business, record keeping, life skill and others

d) Developed an agribusiness training manual for small and medium scale farmers

Locations will be sampled from the below location. Sampling plan will be drafted by the consultant, be reviewed by Cordaid team, before implementation.

3. Deliverables of the consultancy

Within 14 days after completion of the field visit

A. Report on market mapping exercise (EMMA or PCMMA), segregated by sub-regions B. A feasible and innovative agribusiness model developed, segregated by sub-regions C. An agribusiness training manual (with detailed training content and training methodology) for small and medium scale farmers, incorporating the agribusiness model developed in this consultancy, developed and delivered to Cordaid in both soft and hard copies.

Within 7 days after completion of the above-mentioned reports/manuals

D. One debriefing meeting (or skype meeting) with Cordaid conducted

4. Institutional Arrangement

The hired consultant will directly be under the close supervision of the Resilience and Livelihood Programme Manager and work under the direct supervision of the Programme manager and coordinate with Upper Nile based Field Project Coordinator.

5. Required skills

 Understanding of product aggregation and marketing of the value chains in question. o Sound experience in conducting Market Mapping (EMMA/PCMMA) o Sound experience in agribusiness and training of small and medium scale farmers and extension officers o Excellent communication, interpersonal and presentation skills o The lead consultant or company should have at BSc. or Post-graduate degree in hydrogeology, water engineering, disaster/ climatology and other related fields. o Hand on previous experiences in conducting a feasibility study of on agribusiness under rehabilitation/construction in an international and national organization setting o Experiences in extracting community level sensitive data and translate to a good report o Fluency in English (oral and written) is a requirement, Arabic has an added value
