Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.

The Positions and responsibilities:

AAH Somalia is looking for suitable candidates to fill the position of Natural Resources Management Officer. The position will be based in Hudur Bakool region. The incumbent reports to the area food security and Livelihoods programme Manager.

Goal:

The NRM (Natural Resource Management Officer) aims to have overall responsibility in the facilitating and implementation of all Natural resource management related activities including DRR and Early warning components of the project. He/she will provide guidance to Natural resource and DRR activities to enhance improved agro pastoral and pre urban livelihoods. He/she will ensure regular field visits to monitor activities and conduct timely weekly and monthly reporting.

The Natural Resource Management Officer’s core responsibilities will include but not limited to the following:

1. Facilitate planning, organizing, and management of DRR and early warning activities.

  • Conduct community awareness/sensitization meetings on Natural resource management and DRR early warning system.
  • Establish early warning committee and train them on early warning system as well as early warning data collection and disseminate the feedback to communities including secondary early warning information.
  • Facilitate participatory community planning in target communities to define community gaps and provide basis for planning.
  • Identify and establish existing NRM institutions/committees at community level and assess their capacities and identify existing gaps.
  • Keep strong cooperation/effective coordination with partners, government and other stakeholders in the NRM/DRM sector.
  • Develop work plans weekly, monthly and quarterly to ensure effective implementation of livestock/agro pastoral related activities as detailed in the implementation plan.
  • Facilitate identification/formation of local structures (livestock groups, cooperatives and marketing groups in the villages or in the district of intervention.
  • Facilitate in beneficiary identification in consultation with the communities and local leaders.

2. Key technical tasks.

  • Train beneficiaries and NRM local institutions on improved natural resource and grazing land management.
  • Work with private and public partnerships to effective maintain water sources./points
  • Train communities and government staffs on the management and operation of water points.
  • Identify strategic multiuser water points such as boreholes and water reservoirs for rehabilitation and propose establishment if necessary.
  • Ensure the participation of women/youth in the capacity building of local community structures of disaster management.
  • Help link community level disaster management/early warning committee in district, regional disaster management authorities.
  • Collect early warning data from the early warning committees, analyze and develop key messages and report on monthly and quarterly basis.
  • Training community members and DMC on contingency planning and help communities mobilize own community contributions to respond to shocks/build a more resilient livelihood.
  • Establish and manage nursery sites and ensure environmental friendly trees are raised to help communities adopt to farmer managed natural regeneration approach (FMNR).
  • The NRM officer shall identify and map key sources of conflicts or identify conflict sensitivity factors related to natural resources.
  • The NRM officer shall document and revive traditional customary laws to govern the use of natural resources such as water and pasture and link it relevant authorities.
  • Support the development of community rangeland and water management processes.
  • Build capacity of communities to rehabilitate and manage strategic water points to ensure water availability during droughts.
  • Assist the communities to develop community based disaster risk reduction plans and to monitor and ensure the implementation of those plans.
  • Facilitate local communities in participatory review and assessment of existing community natural resources and in documentation of traditional and formal strategies to manage these resources.
  • Assess the pastoral dry season rangeland and water resources in the target villages and report according.
  • Identify key sources of conflict and peace in natural resources relevant to livestock and promote effective conflict mitigation practices to bring peace among communities.
  • Ensure linkages/integration NRM activities with all the other activities such as agro pastoral and pre urban activities to foster synergies under the project sectors.
  • Participate in field level assessments and evaluations of project performance
  • Monitor and facilitate the use of Community Early Action information (collect & dissemination) to strengthen community preparedness to any potential shocks (drought, floods, etc) at community and district levels.
  • Making sure all NRM/DRR/Early warning related activities embraces gender mainstreaming, environment, conflict mitigation measures e.t.c.
  • Liaise with the Program Manager for all decisions related to NRM and DRR activities and carry out any other duties as may be assigned by the Line Manager.
  • Work closely in teamwork with FSL team as well as other program teams such as Wash, Nutrition and Health,log e.t.c.

3. Coordination.

  • Represent AAH in the NRM and DRR coordination meetings at relevant (Agriculture/Livelihood/NRM) meetings with government, INGOs, Local NGOs and other players in the district.
  • Build relationship and coordinate with stakeholders (district authorities, cooperatives, DRM committee e.t.c), relevant government Ministries/departments - Livestock and agriculture, etc) working on Natural resource and DRR activities in the operational area/district.
  • Participate in field level coordination meeting with local government authorities and other agencies.
  • Work closely in teamwork with FSL team as well as other program teams such as Wash, Nutrition and Health.

Skills and experience

  • Holder of a natural resource management/Environmental studies, Degree/or Diploma with 2 years experience for Degree and 3 years for Diplomas in Natural resource and DRR related activities(livelihoods, food security, agriculture and community development).
  • Experience in working with and implementation of resilience initiatives is preferable.
  • Somali national/resident who is fluent in English and Somali languages, who has Good knowledge of working context.
  • Experience in working with Non-Governmental organizations, UN agencies and local communities, local authorities and Local NGOs.
  • Strong computer skills and ability to use standard computing packages such as word, excel, power point, spreadsheets and database software programs.
  • Strong communication and report writing skills.
