Livelihoods Lead

Location: DRC (Katanga province)

Start date: August 2014

Term: Initial 9 month contract

Languages: French and English

Investigate and Understand Existing Situation

o Understand the overall context and history of resettlement activities to date and of the affected communities * Read all of the documentation regarding the project * Carry out any required additional studies to fully document the household economies and the key livelihoods strategies employed in the area. o Conduct focus groups and key informant interviews to document existing conditions and development preferences

Identify Key Resources within the region for Livelihoods Restoration Programs & Activities       

o Become familiar with organizations which have successfully implemented similar Livelihoods Restoration and/or Community-based Economic Development projects in the region which would be available to serve as project implementers 

Develop a Livelihoods Restoration Plan  based on the information and resources identified

o The plan should include the specific interventions proposed - including existing agricultural support activities to improve food security and new non-agricultural economic diversification initiatives - and the corresponding time frames and budgets

o Potential implementing agencies and specific strategies should be included for each element of the Plan. Coordination & Communication                

o Maintain regular communications with TFM’s Community Development Department and contracted Livelihoods Restoration Plan implementers and assure that all required information and project updates are communicated to those who need the information for the successful completion of their assigned tasks. 

Contractor Oversight     

o Assure that all Livelihoods Restoration Plan implementers are complying with the terms of their contracts and providing the specified services while at the same time meeting the standards and requirements of TFM and working with respect and consideration towards the local community members.

Capacity Building

o Train livelihood restoration team personnel and facilitate identification and recruitment of any required additional staff

Monitoring

o Closely monitor implementation of Livelihood Restoration Plan activities in order to recommend and carry out required modifications
