OVERVIEW OF THE POSITION
As part of the overall framework of our client’s Country Programme for Somalia, the Poverty Reduction and Environment Protection (PREP) programme responds directly to, and is consistent with, the guiding frameworks, strategies and plans at national and global levels. PREP interventions during 2011 to 2015 aims to capitalize on past successes of our client work in the areas of economic planning and early recovery. The programme is designed to have a medium to long-tern development approach with capacity development of planning institutions, livelihoods improvement, economic recovery, building resilience to climate change and formulation of policies and legal frameworks central to all its interventions. It is anticipated that this in turn will contribute to sustainable human development and conflict transformation peace, inclusive governance and state building. In addition, the programme provides the platform for multi-disciplinary and stakeholder coordination in the fields of human development, public partnership, livelihoods and natural resources management.
Over two decades of the Somali conflict has not only caused severe losses to human life, property, economy and social and political structures, but it has also resulted in colossal losses to natural environment; e.g. damage to water sources, destruction of forests, rangelands, and coastal areas, and enhanced desertification. Both the conflict and resultant environmental degradation have enhanced exposure and vulnerabilities of Somali communities to adverse impacts of climatic hazards and disasters. The rehabilitation of environmental resources and reduction of climatic hazards will require significant long-term efforts, with a conflict sensitive development paradigm. In the on-going Country Programme (2011-14), our client is implementing initiatives to establish foundational policies, institutional arrangements and capacities for environmental recovery, restoration and disaster risk reduction in the Puntland, Somaliland and South Central Somalia.
The charcoal production and trade is considered as a root cause of degradation of natural resources across Somalia. The charcoal production in Somalia not only destroys the environment and contributes to food insecurity, but it also funds the elements and organisations behind conflicts. The charcoal production accelerates the process of desertification, decreasing the amount of land useable for producers clear all of the trees. All of this ultimately hurts the livelihoods of Somalis not involved in the exacerbating community conflicts and increasing vulnerability to drought. The industry is a source of tension, particularly with clans who dominate the trade at the expense of others.
The Adviser will work with the key stakeholders to address the unsustainable production of charcoal and help in improving the natural resources management in Somalia. He/She will be based in the Ministry of Petroleum and Mineral Resources under the overall guidance of Project Manager for Environment and Energy.
GENERAL FUNCTIONS
The objective of the assignment is to initiate first set of activities under the Humanitarian Join Programme for Sustainable Charcoal Production and Alternative Livelihoods (PROSCAL).
Scope of work/expected output
The main task to the performed by the Adviser are:
- Provide substantive support to the Government – humanitarian Joint Programme for Sustainable Charcoal Production and Alternative Livelihoods (PROSCAL) for resource mobilization, coordination with the Aid Coordination Unit and finalizing the implementation strategy.
- Achieve high level government ownership of PROSCAL as the flagship programme under priority 3 of PSG-4 on Economic Foundation.
- Develop a strategy to establish a critical mass to address the issues surrounding production, trade and use of charcoal in Somalia. Implement first set o activities to garner support from the Federal and Regional Governments in Somalia, neighboring countries and the Gulf States.
- Closely work with the offices of the President, Prime Minister, Ministry of Petroleum and Mineral Resources, regional governments in Puntland and Somaliland, relevant government institutions, NGOs, IGAD, and humanitarian agency to help in the positioning of PROSCAL and other priority projects being developed through our client’s assistance in the areas of Environment, Climate Change and Energy.
- Maintain regular contact and liaison with the Environment Directorate of Ministry of Petroleum and Mineral Resources and our client’s Poverty Reduction and Environment Protection (PREP) team to facilitate key actions for PROSCAL and other important initiatives.
- Provide advice on possible implementation modalities, integration of the cross-cutting issues (gender, conflict resolution, stabilization) and compliance with the priorities of the Somali Compact.
- Facilitate effective coherence and coordination among government institutions, key civil society organisations, IGAD and our client/humanitarian agencies and other stakeholders for effective buildup of activities in the areas of Natural Resources Management (NRM).
- Maintain contacts and exchange information with other PSGs of Somali Compact to ensure synergies and timely actions for the Charcoal Programme as the flagship.
- Support in Government – our client contact s on matters of strategic importance for the environment portfolio. The main one will include finalization of National Environment Policy and Action Plan.
- Hold consultations (as required) to finalize first set of activities, along with budgetary requirements, that can be planned under PROSCAL. This should be in the form of a work plan from September 2014 to December 2015.
- Prepare documentations and presentations that can help to make PROSCAL and our client assisted environment portfolio in Somalia visible for the wider audience. Undertake regular analysis in environment related areas for presentation to the government and donors.
- Participate in relevant meetings as and when required on behalf of the Federal Government.
Monitoring and Progress controls
- Detailed activity plan with the timing of each activity to undertake tasks indicated in the scope of work.
- Monthly progress reports against key activities with the copies of the minutes of consultations meetings, missions reports, analytical reports, etc.
- Strategy document to build critical mass to address the issues of Charcoal.

ESSENTIAL EXPERIENCE
· Master’s Degree from an internationally recognized University in the areas of environment, natural resources management and other relevant fields
· 07 years of experience in the area of environmental advocacy, strategies and planning. Understanding of the issues of charcoal production and trade in Somalia.
· Strong communication abilities in English and Somali.
· Past experience of working at the decision making levels and ability to build consensus around multi-dimensional issues.
· Networking with key stakeholders and senior government officials would be the main role of the advisor
