Polish Humanitarian Action (PAH) is a non-governmental organization consisting of people who want to make the world a better place. For over 20 years, we have been providing relief in big and small emergencies worldwide alongside with running long-term missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 44 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. Who PAH is in South Sudan:

PAH has been working in South Sudan since 2006 as one of the first NGOs established in Jonglei State. We are a small team of committed individuals aiming at delivering tangible and sustainable change in the largest, most populous and most conflicted state of South Sudan. We are needs- and community based, hence aside drilling and repairing boreholes, developing accompanying O&M structures and innovative approaches to sanitation and hygiene promotion, we have also been developing our emergency response capacity. Our Emergency Response Team (ERT) mainly reacts to WASH and NFI needs of populations affected by conflicts and natural disasters, which have been on the increase for the past two years. Thanks to the expertise gathered over the years, we were also appointed to lead WASH Cluster in the state: we coordinate WASH emergency response with partners and hence make sure all vulnerable communities are served at the time of crisis. Due to the present situation in South Sudan PAH has temporarily cut on its development-oriented projects and is focusing on the response to the current humanitarian crisis.

Who PAH is looking for:

PAH in South Sudan is looking for a new WASH Engineer. The person will hold the following responsibilities:

  1. Provide strategic and technical oversight to PAH’s WASH Programme by working with WASH team to assess, develop and implement the PAH’s WASH Programme
  2. Identify suitable water sources (surface and ground water), confirm quality and quantity of water available
  3. Consult with community representatives (including women) about access, design and management of water systems and sanitation facilities, as well as hygiene promotion needs
  4. Design and implement water storage, treatment and distribution systems
  5. Design and implement sanitation systems
  6. Deliver training on water treatment, water quality testing etc.
  7. Prepare technical drawings, BoQ, specifications for water and sanitation infrastructure
  8. Preparing tender documentation and evaluate capacity and quality of contractors
  9. Ensure all constructions comply with technical specifications, quality and to the standards, check and certify all stages in constructions before payments preparations; supervise contractors and direct labour work teams to ensure timing execution of the projects.
  10. Provide support in facilitation of various capacity building trainings, provide overall managements support in all training and strengthening community structures for sustained WASH facilities after the project completion and hand over

What PAH requires:·

  • University Degree in civil/water/environmental engineering or other relevant field(s),
  • At least 5 years of practical, hands-on experience in water, sanitation and hygiene sector including planning and designing of water & sanitation facilities and construction works including boreholes drilling and development,
  • Advanced knowledge of water and sanitation engineering including water quality testing and analysis, design of boreholes and water supply systems, construction and supervision of WATSAN projects in rural, urban and camp settings is required,
  • Experience in preparing technical designs, tender documents, terms of references, contracts,
  • Familiarity with current standards and guidelines for humanitarian/ emergency response including Sphere Standards,
  • Strong communication skills in culturally diverse environment,
  • Resourcefulness, initiative,
  • Ability to work under pressure and to meet deadlines,
  • Strong administrative and organizational skills,
  • Proficiency in written and spoken English (C1,C2),
  • Proficiency with engineering software such as Autocad and Epanet as well as other software packages such as MS office/project,
  • Good knowledge of Excel and Word·
  • Driving licence.

  • A full time position with a probationary period of 3 months,

  • Accommodation in PAH compounds,
  • Basic salary USD 3200 per month,
  • Per diem of USD 25 per day on top of the salary,
  • Covered insurance costs up to USD 4000 annually,
  • Annual leave of 26 working days with flights home covered every 3 months up to approximately USD 1500.
