The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy and strengthening the environmental management capacity of developing countries including those in crisis-affected situations.
This post is located in the Disasters and Conflicts Branch based at the Geneva duty station and reports to the Head of the Branch. The incumbent will perform the following functions:
Responsibilities
- Takes the lead to develop, implement and evaluate assigned programmes, projects and actions of the Response and Recovery Unit including requests for technical assistance and advisory support received from Member States and the United Nations system; directs technical and administrative staff in programme /project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions in consultation with relevant UNEP offices; liaises with relevant parties including crisis-affected countries and UN partners; identifies and initiates follow-up actions.
- Leads field missions to crisis-affected countries, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries and coordinates technical reports including provision of recommendations on remedial actions.
- Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
- Directs research on the environmental impacts of conflicts and disasters and the design and trialing of recovery interventions, programme evaluation and presents information gathered from diverse sources.
- Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
- Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications.
- Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifies participants, preparation of documents and presentations.
- Manages outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics/activities.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) of the response and recovery portfolio and ensures preparation of related documents /reports (pledging, work programme, programme budget).
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
- Serves as an effective spokesperson in crisis response situations and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
- Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff.

Education
- Advanced university degree (Masters degree or equivalent) in environmental management, international development, economics or a related field is required.
- A first-level university degree in combination with two (2) qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required.
- Work experience at international level or within the United Nations System in assessing and responding to environmental issues in complex crisis-affected situations is desirable.
- Work experience in designing and implementing post-disaster and post-conflict projects and interventions is desirable
- Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required and knowledge of French is a desirable. Knowledge of other UN official languages is desirable.
NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand)and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
