The UNDP is the United Nations agency dedicated to development issues. This assignment will support the implementation of the GEF funded “Promoting Carbon Reduction Through Energy Efficiency (EE) Techniques in Iraq” project. The main objective of the project is to promote low carbon development in Iraq through supporting the design of a regulatory framework for enhancing Energy Efficiency (EE) in buildings and the creation of an enabling environment for its operationalization. The development challenge which the project aims to address is the need for rapid expansion in the buildings sector, as part of the post-war reconstruction effort, while minimizing the load on the readily strained fuel-based electricity network. The business as usual scenario is that the development in the buildings sector will lead to higher GHG emissions.

The project’s theory of change relies on the assumption that the essential ingredients for enhancing EE in buildings are present in Iraq, but require (1) proper integration in the procedure followed by public partners due to lack of streamlined intra-government collaboration on EE and limited technical and administrative capacity; (2) a focal point with a trained team dedicated to promoting EE in buildings; (3) standards and guidelines for the interventions promoted and the ways to assess them; and (4) effective communication with private partners and end-users on EE practices and benefits. Hence, the project builds upon existing work and develops a national framework within which past, present and future EE-related policies become aligned, complementing Iraq’s efforts to reduce GHG emissions and bringing maximum benefit to the people of Iraq.

Duties and Responsibilities

The International Energy Efficiency Action Plan Expert will act as an international expert with the following responsibilities:

  • Collect necessary data

The consultant will perform a desk review by collecting data online and with support from the project team, data from the national stakeholders will be provided.

  • Developing NEEAP assessment report 

Develop assessment report of the NEEAP to identify the strategic goals and outcomes relevant to EE in the buildings sector, analyzing the progress made since NEEAP development in these areas and the obstacles facing Iraq in achieving the planned outcomes. 

  • Developing updated NEEAP

Update the NEEAP Work Plan for EE in Buildings based on the identified goals, with action items that aim to build upon previous activities and eliminate the obstacles, with recommendation for integrating the proposed action items under into existing forms and procedure used in the energy and buildings sectors. The updated NEEAP  shall respond to any comments from relevant public and private stakeholders as well as UNDP.

  • Facilitate stakeholder consultation on the updated NEEAP

Facilitate stakeholder consultations to present the proposed Work Plan, discuss the roles, and define future responsibilities of public and private institutions. All events shall be used as an opportunity to promote diversity and gender balance, notwithstanding balanced representation of relevant stakeholders.

The updated NEEAP  shall respond to any comments from relevant public and private stakeholders as well as UNDP.

  • Revise the updated NEEAP based on the results of the consultations

The Work Plan is updated based on the comments of stakeholders and instructions on action items’ integration is distributed for use by the institutions involved in implementation.

The consultancy will be for a period of 6 months. The assignment will be managed under the UNDP Project Manager and the overall oversight of EECC pillar head.

The consultant is also required to make her/himself available to attend remote/ virtual meetings / discussions via skype/ zoom or other relevant modality for planning meetings/ feedback meetings convened by Project Manager, head of the pillar, and the UNDP oversight team.

The International Energy Efficiency Action Plan Expert must be able and willing to collaborate and assist other team members.

Duration

The contract is effective from the date of signature by UNDP Iraq and the national consultant. Estimated number of working days is 40 extended over 6 months between 10 December 2022 – 31 May 2023.

Competencies

Qualifications, skills, and professional experience of the International Energy Efficiency Action Expert should include the following:

  • Hold at least Master’s degree in engineering, energy policy or related fields
  • Experience in developing national action plans for energy efficiency
  • Minimum ten (10) years of experience related to energy efficiency legislations, policies, regulations
  • Experience in climate change 
  • Experience in MENA region in energy efficiency 
  • Previous work experience with UN agencies 
  • Excellent oral and written command of the English 
  • Knowledge of Arabic language

Evaluation Method and Criteria:

Individual consultant will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum 70% of the total technical points would be considered for the Financial Evaluation.

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
