Mozambique: WASH Field Coordinator

Since 2016, the Cabo Delgado region has seen its security context deteriorate sharply with the appearance of a radical group fighting Mozambican security forces and government representatives. Exactions on civilians has become common. The AOG (armed opposition group) pledged allegiance to the Islamic State in Central Africa (ISCAP).  This region of Mozambique was already among the poorest and most underdeveloped in the country (ranked 181st on the HDI). The ongoing conflict has triggered a humanitarian crisis and generated many displacements.

Solidarités International started an emergency response in 2021 to respond to the needs of IDPs (more than 800,000 according to current estimations) and host communities in the region, focusing on some critical sectors (WASH, Shelter & FSL).

Solidarités International began operations in the district of Mueda that was welcoming many IDPs. SI opened a field office in July 2021 and a country office in the coastal town of Pemba (capital of Cabo Delgado).

Since then, the conflict between the AOG and the Mozambican armed forces supported militarily by troops and material from Rwanda and the SADC has evolved and the armed forces have taken control over all major towns of northern cabo Delgado that used to be under control or influence of the AOG. Nevertheless, fighting and attacks continue to occur.

General objective:

The Field Coordinator has the role of delegated Country Director for a region of a country. She/he proposes a regional strategy according to the geopolitical and humanitarian context, and ensure its implementation. She/he checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures. She/he mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management. She/he coordinates the teams in place and is responsible for their security.  

Responsibilities and main activities:

Security: Palma and the districts around present serious security risks as the fighting still occurs between armed forces and as the agenda and modus operandi of the AOG could evolve in the future to a more asymmetric type of intervention; Security management and buidling security network will be the first key challenge

Base opening: recruitment, setting up processes, office preparation, coordination with authorities and partners

Priorities for the 2/3 first months:

  • Security management and building security network
  • Recruiting a new team
  • Setting up an office together with logistics teams
  • Putting SI processes in place

Your Profile

Education: Any generalist background with a high sensitivity on context analysis is welcome

Experience:

  • At least 3 years of experience in humanitarian projects management
  • Previous experience of security management is mandatory
  • Previous experience with SI and Knowledge of SI tools and processes would be likeable
  • Previous experience in unstable environment (conflict / post conflict country) is a requirement
  • Experience of base or offices openings is an asset

Technical skills and knowledge:

  • Knowledge of Solidarites rules, tools and procedures is an asset as the base opens
  • Management skills
  • Coordination skills and ability to network is a requirement
  • Understanding, knowledges of local cultural / religious codes and habits and capacity to adapt to this environment
  • MS office.
  • Capacity to work under pressure in a tense security environment.

Languages: Portuguese or Spanish and English are mandatory.

Other desirable qualities:  leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI will offer you

A salaried post:

According to experience, starting from 2 600 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2860 euros gross per month) and a monthly Per Diem of 750 USD

Solidarités International also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Social and medical cover:

Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
