This position will support the Landscape Director to develop AWF’s conservation and development program in the Bili-Uele Protected Area Complex (BUPAC), situated in the Northern DRC. Key responsibilities will include providing liaison with Government agencies at both local, regional and national levels, engaging with traditional leadership in the landscape, implementing grant funded projects and ensuring effective technical reporting, helping to develop proposals for additional funding. The successful candidate should have a strong technical background in conservation work and be capable of coordinating and developing donor reports and funding proposals. Some experience in project management will be essential as the position will have to take on responsibility for various aspects of project implementation, particularly when the landscape director is away from the landscape or out of the country.
The successful candidate will report to the Landscape Director of the BMP.
This position will be based in Buta/Bili, Bas-Uele Province and have frequent travel within the Province.
The position is to be organized around the following tasks and programs:
- Work with the AWF Landscape Director and Finance and Administration Officer to ensure a full and effective implementation of the Bili-Mbomu Project (BMP), funded by the European Union as well as any other AWF implemented projects in the landscape.
- Ensure effective and timely reporting to donors and the various Stakeholders established within the BMP program.
- Work with the Finance and Administration Officer on procurement of equipment and resources required by the project.
- Assist the ICCN in the day to day management of the BMP funded activities, under the program.
- Work with the ICCN to implement a General Management Plan (GMP) for the BMP and BUPAC.
- Work with the ICCN, AWF Staff and partners to develop an Annual Operational Plan and budget AOP.
- In the implementation of the GMA and development of the AOP, emphasis should be put on the need to improve the coordination and communication between the various partners within the program.
- Assist the Finance and Administration Officer in the preparation of financial reports, financial forecasts and monthly/annual sets of accounts.
- In conjunction with Project staff, support the Chief Technical Advisor in writing monthly and bi-annual technical reports of the project for onward submission to ICCN and the EU.
- Ensure full compliance with the EU/USAID programs.
- Work with Program Design and Philanthropy teams to identify and develop funding opportunities for the landscape
- Any other relevant duties that may be requested by supervisor
Metrics
- A clear and achievable Annual Work Plan with an associated budget.
- Strong Liaison with the Stakeholders, Committees and consultants, established under the BMP.
- Strong Liaison with local and Regional Government bodies and agencies.
- Full compliance with the EU/USAID program policies.
- Implementation of a General Management Plan for BMP.
- Improve the capacity of the ICCN Site Director and his staff in the general management of BUPAC and understanding of management programs.
- The basis for implementation of a more solid well-informed management strategy is laid out.
Requirements
- Bachelor’s Degree in Conservation, Natural Resources Management or related field
- At least 10 years’ experience working with the Government of the DRC.
- At least 5 years of experience in “on the ground” wildlife management.
- At least 5 years’ experience of project management
- Experience of collaborating with governmental conservation institutions, with military structures and with private sector involved in conservation/PA-management NGOs
- Experience in working with the EU/USAID funded programs.
- Good writing skills
- Fluency in written and spoken English and French.
- Experience in working with local government authorities including local communities.
- Team player.
- Excellent oral communication skills
- Ability and willingness to live in remote location sometimes under physically challenging conditions
