Development of a Southern Africa Development Community - Regional Migration Crisis Action Plan (SADC RMCAP)

BACKGROUND

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

IOM has a long-standing cooperation with the SADC secretariat which was formalized by an MoU in 2004 and revised in 2016. Recognizing the organization’s vast experience in supporting migration crisis response, SADC member states requested IOM to provide technical support for the development of a SADC Migration Crisis Action Plan focusing on internal as well as cross-border forced displacement.

The initiative is part of the US Government Bureau for Population, Refugees and Migration (BPRM) Africa Regional Migration Program, designed to address three core pillars, namely migration management, partnerships, and crisis response, and activities tailored to meet the priorities of relevant government stakeholders and respond to the identified needs of migrants in the continent.

OBJECTIVE

The objective of this assignment is to produce a SADC Regional Migration Crisis Action Plan for the SADC region.

EXPECTED OUTPUTS

The SADC Regional Migration Crisis Action Plan is expected to be:

  • Complete, clear and current with action steps that address all proposed changes in the most timely and effective manner possible
  • In line with the Member States’ priorities and consider good practices collected from countries and from Regional Inter-Agency Standing Committee for Southern Africa (RIASCO) partners in the SADC region.
  • Ensure inter-linkages with relevant SADC policy documents and programs, as well as related regional recommendations, including documents (e.g. SADC Resilience Building Strategy Framework, SADC DRR Strategic Plan & Action Plan 2018-2030, SADC Regional Migration Policy Framework) either finalized or at final draft stage
  • Consider the recommendations from Capacity for Disaster Risk Initiative (CADRI) assessments carried out in the region and operationalization of recommendations from Migration Environment and Climate Change regional policy forum conducted in 2018.
  • Informed by various global initiatives, policy frameworks, guidelines, tools or action plans such as the Sustainable Development Goals (SDGs), Global Compact on Migration (GCM), Sendai Framework for Disaster Risk Reduction (SFDRR), Kampala Convention, Migrants in Countries in Crisis Initiative (MICIC), Paris COP21 Agreement, Platform on Disaster Displacement (PDD) action plan, Mass Evacuation in Natural Disasters (MEND) guidelines, SPHERE Humanitarian Standards, IOM Migration Crisis Operational Framework (MCOF), IOM Displacement Tracking Matrix (DTM).

3. TASKS / JOB DESCRIPTION:

a) Develop a work plan and data collection methodology, including an interview guide /questionnaire for collecting feedback at national level;

b) Conduct a comprehensive desktop review of crisis in the region with human mobility dimensions, available contingency plans, response plans, tools at national, regional and global level, key players in the field of forced migration to enhance the understanding of the various dynamics and issues surrounding the need for a regional SADC migration crisis action plans;

c) Facilitate a migration crisis action plan consultation workshop with SADC secretariat, member states and RIASCO partners;

d) Liaise as needed with stakeholders, guide the consultations, revision, consolidation of received inputs, and integration of all feedback within the regional action plan according to regional priorities and needs for the final product;

e) Develop a draft SADC RMCAP for dissemination with member states ahead the regional validation workshop;

f) Facilitate the SADC migration crisis action plan validation workshop with SADC secretariat, member states and RIASCO partners, including participating in and presenting the draft at a regional validation meeting;

g) Compile and consolidate the inputs received during the validation workshop and develop a final regional draft;

h) Lead the edit and layout, in preparation for the print of the regional action plan on migration crisis for SADC region;

i) Undertake duty travel as necessary and as may be required to complete the above-mentioned tasks;

4. Deliverables

  • A typed final-version of the SADC Regional Migration Action Plan

The following annexes should be attached to the final report:

  • All notes from meetings with stakeholders, including a list of all respondents in consultations, interviews, and other meetings
  • All available tools, statistics, documentation gathered during the desktop review;
  • All references and sources consulted
  • Any other material relevant to the assignment.
