INTERSOS is a Non-Governmental Humanitarian Organization, non-profit, which aims to assist victims of natural disasters and armed conflicts. INTERSOS bases its action on the values ​​of solidarity, justice, human dignity, equal rights and opportunities for all peoples, respect for diversity, cohabitation, attention to social groups the most vulnerable.

General context of the project

Since December 2013, the Central African Republic has been facing a serious political crisis that has resulted in a protracted humanitarian crisis. Despite the political transition and the presidential elections organized in 2016 and the presence of MINUSCA since 2014, the country is still experiencing strong instability throughout its national territory. There are movements of civilians and human rights violations following the activities of armed groups still active in almost all the prefectures. The most striking cases are those of the prefectures of Kemo, Nana Gribizi, and Ouham, where INTERSOS has been intervening since 2014 alongside the UNHCR and other donors, to conduct protection monitoring activities and take charge of more vulnerable.

The objective of the project is to strengthen the protection of internally displaced persons and returnees, as well as members of the host community residing in the prefectures of Nana Gribizi, Kémo, Ouham, Ouaka and Haute Kotto.This will be done through the monitoring of protection and border monitoring, which will make it possible to know the risk of protection and the most frequent violations of human rights and to identify cases of protection, including SGBV and child protection, for which holistic care make themselves necessary.

The project aims to involve beneficiaries in the identification of protection risks and prevention, while strengthening the response by coordinating all the actors present in the area.

Protection monitoring will make it possible to collect all information useful for the analysis of human rights violations that will be translated into advocacy towards the humanitarian community and the Government

General objective of the position

The protection officer is responsible for the coordination, implementation and follow-up of protection monitoring activities in the area assigned to him. He / she will be in charge of ensuring the coherent planning of the implementation of the aforementioned activities, while respecting the operational planning defined in connection with the Project Coordinator according to the established work plan and the budget allocated to accomplish the agreed operational objectives. with UNHCR

Main responsibilities and tasks

Coordination of protection monitoring activities:

  • Assist the project manager in developing, coordinating, planning and implementing the protection program in the Prefectures assigned to him.
  • Provide technical monitoring in order to develop a quality protection program in its area
  • Ensure compliance with the work plan and propose readjustments if necessary;
  • Ensure the follow-up and evaluation of protection monitoring activities through the development and updating of monitoring tools in conjunction with the Project Coordinator;
  • Guide and supervise the implementation of protection case management activities according to the project schedule, with emphasis on technical aspects and quality assurance through close monitoring, supervision and monitoring. training for national staff;
  • Ensure that international minimum standards and INTERSOS standards in case management and support activities are respected.
  • Provide technical support for the documentation of protection cases according to the appropriate forms
  • Assess gaps and needs within teams with respect to protection case management and provide technical support
  • Ensure that data is collected regularly to meet agreed indicators and that data confidentiality is always respected;
  • Ensure the incorporation of transversal protection according to an age, gender, diversity approach
  • Ensure field coordination with the UNHCR office of reference and promote communication and information sharing and propose a rapid and coherent operational response to the protection problems identified.
  • Develop common policies, strategies and tools for identifying and resolving protection issues with UNHCR support;
  • Develop the capacity to foresee and respond in the most effective way to identified protection gaps and the means to fill them.
  • Ensure the monthly submission of activity reports to the Project Coordinator;
  • Contribute to the timely drafting of the monthly internal activity report of the organization, including the PAT monitoring tool with regard to the technical aspects of project protection;
  • Ensure an adequate line of communication (internal and external) in coordination with the Project Coordinator;
  • Report quickly and precisely any difficulty encountered in the implementation of protection monitoring activities to the Project Coordinator and help identify solutions;
  • Participate, according to the guidelines given by the Project Coordinator, in sectorial coordination meetings at the field level;
  • Contribute to the management of security according to the established approaches and the tools in use in the mission.

Human Resource Management

  • Contribute to the selection and recruitment of national project staff assigned to protection monitoring activities;
  • Ensure the effective and objective periodic evaluation of the performance of the staff under its management and the final evaluation;

Basic management

  • Provide hierarchical supervision of support staff (Admin / Log)
  • in the database in conjunction with the Admin and Log managers of the mission,
  • who will provide technical supervision

Profile required

Education

  • Advanced university degree in Law, Political Science, Social Sciences, Psychology, Human Sciences or other relevant field.
  • A first level university degree with a combination
  • relevant academic qualifications and experience may be accepted at

Professional experience

  • 3 years of professional experience in humanitarian work and within an international NGO in the management of protection projects.
  • 2 years of international experience in the management of multidisciplinary teams in volatile security situations
  • 2 years of experience in GBV case management

Professional requirements

  • Know how to lead teams in several areas
  • Good knowledge of monitoring and evaluation tools in the field of protection
  • Good knowledge of issues related to child protection and alternative education
  • Know how to take into account the cultural, ethnic and local political dynamics.
  • Ability to work under tight deadlines, with little supervision and under pressure;
  • Great communication skills, written and oral, and to maintain relationships with experience in the management of work teams;
  • Ability to work in a team and independently;
  • Knowledge of UNHCR procedures and guidelines; (desirable)
  • Previous experiences in Africa (desirable).

Languages

  • Fluent French (spoken, read, written).
