The Norwegian Refugee Council (NRC) has been operational in South Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas affected by displacement. NRC currently operates an integrated programme focused on six sectors (core competencies): Education, Shelter, Food Security, WASH, Camp Coordination/Camp Management (CCCM) and Information, Counselling and Legal Assistance (ICLA).
The security and humanitarian situation in South Sudan has deteriorated sharply since mid-December 2013 when violence erupted in the capital Juba and quickly spread to large parts of the country. Large-scale displacement and massive humanitarian needs persists.
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan NRC focuses both on emergency humanitarian responses and early recovery work.
The purpose of the WASH Specialist’s position is technical development, strategic direction and quality assurance of the WASH sector for NRC in South Sudan. The WASH Specialist is responsible for mentoring, training, building the technical capacity of WASH staff and to develop the WASH portfolio further for NRC in the country.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
Job description
- In close collaboration with the Head of Programme, develop, coordinate, and support the implementation of NRC’s WASH programme in South Sudan.
- Overall responsibilities include:
- Develop the WASH strategy, technical guidance and Macro LFAs
- Ensure compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
- Identify trends on technical standards and donor priorities
- Follow up on compliance with contractual commitments within WASH, ensure high technical quality and synergies in project implementation
- Provide technical direction and project implementation support
- Ensure that key learnings are extracted from WASH implementation, and incorporate them in WASH implementation and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- More specifically the WASH Specialist will:
- Contribute to cluster reporting across WASH for South Sudan, including FTS, 3, 4 and 5Ws.
- Be responsible for monitoring the sector specific situation in the country and initiate relevant assessments to increase scope, respond to emergencies or adapt the program to the context.
- Support in recruitment of technical staff across the country program.
- Contribute with sector/technical information for relevant internal and external sharing.
- Contribute to an effective M&E system in the country
- Work with project teams on Value for Money and cost efficiency
- Undertake any other duties assigned by the CD /PD (HoP) as and when required
- Ensure beneficiary complaints mechanisms and accountability to the affected population is strengthened.
- Remain updated on all relevant political and government policy issues related to the specific sector and educate the WASH teams
- Capacity building of any Implementing Partners
Qualifications
- Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- WASH sector expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Valid driver’s license
- Knowledge of the context in South Sudan is an advantage
- Experience with living in basic conditions and with field travel.
- Experience from advocacy work
- Experience with emergency and recovery work and how to link the responses is an advantage
