The Democratic Republic Congo (DRC) is engaged in a process of preparation of the future international arrangement Reducing Emissions from Deforestation and Degradation (REDD +). This process is facilitated by the Ministry of Environment, Nature Conservation and Tourism (MECNT) in partnership with the UN REDD Programme (UN-REDD) and the World Bank (FCPF program).The REDD process is coordinated by the NC-REED under the responsibility of Director of Sustainable Development MECNT.
At the current state, the country has a National Strategy Framework REDD + as well as the Government adopted the terms of reference creating a National Fund REDD + administered on a temporary basis by the United Nations Development Programme through its division MPTFs .
It is now to lead the process of operationalization of the national REDD + strategy clearly defining the operating rules of the Fund through procedure manuals and formulating investment programs. This exercise will be conducted by ensuring the strengthening of national capacities. It is in this context that a capacity building program was established and funded by Norway and UNDP. This project is managed by UNDP (through its Growth Unit Inclusive and Sustainable Development - ICSD) technical partnership with the UN-REDD.
To support the management (administrative and financial) of this project, UNDP recruits a (an) Associate (e) Program
Duties & Responsibilities
Under the general supervision of the Team Leader of Unit ICSD and the direct supervision of Adviser in charge of the environment and climate change, or Chargé (e) of the Administration and Finance will have the task:
Ensure the administration of the budget and cost recovery with the aim to reach the following results:
- Preparation of budget revisions;
- Preparation proactive in planning the program budget, monitoring of authorized spending levels;
- Presentation of information analyzed in depth for planning Program's financial resources and for the analysis of the financial position reports;
- Saving Programme financial transactions in ATLAS and timely submission of required financial reports.
Provide accounting and administrative support of the Project with the aim of reaching the following results:
- Adequate control of payments support documents; Program revised financial reports;
- Maintaining an internal expenditure control system in order to ensure that the accounting documents that are processed are verified contradictorily and completeness;
- That accounting records are properly recorded and validated in ATLAS;
- Correction time that uncommitted transactions, including those involving budgets verification errors, match exceptions and unapproved vouchers;
- Preparation of program and financial documents for audit missions.
Ensure the administration of personnel and assets assigned to the project with the aim to arrive to the following results:
- Monitoring of personnel contracts to ensure the validity of contracts and payment of wages;
- Monitoring of recruitment applications;
- Support in the preparation of the procurement plan, and ensure the procurement file tracking (at the center of services and suppliers, to ensure the conformity of the delivery with the order, resolve any problems that might support;
- Control of goods and materials of the project and keep an inventory of the property and equipment and make it available whenever it is indispensable;
- Monitoring of the lease and payments thereunder.
Provide programmatic support to the project with the aim to reach the following results:
- Participation in the definition of PTA activities in consultation with stakeholders;
- Advisor support the program in monitoring the implementation of the PTA;
- Production of various programmatic and financial reports (quarterly, half-yearly and annual) project;
- Participation in the update of the indicators of the project.
Impact of Results
The key results have an impact on the overall effectiveness of REDD and the quality of international climate negotiations, both in the management of financial resources in the execution of the program, the implementation of operational strategies and progress of the national REDD process in the DRC. In particular, an impact on the development of national capacities in managing the issue of climate change in relation to the fight against poverty and on national ownership of the integration of climate change concerns in the projects / programs and the strategy against poverty in the DRC.
Good analysis and presentation of financial information enhances the credibility of the program in the way to use the financial resources at its disposal and manage them.

Required Skills and Experience
Education:
- University degree in Economics and Management.
Experience:
- 5 years of combined experience in the field of administrative and financial management and in the area of management and monitoring of projects / programs;
- Mastery of internal rules and procedures for the financial management of international organizations, particularly within the United Nations system;
- Mastery of computers and office software packages (MS Word, Excel, etc.);
- Thorough knowledge of spreadsheet and database software. Knowledge of the ATLAS system considered an asset.
Required languages:
- Fluency in French and good knowledge of English.
