The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance with GBV, shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene (WASH).

In response to the Syrian Refugee Crisis, NRC has expanded its Middle East emergency response programmes in Lebanon, Jordan, Turkey, and Iraq. In Iraq, NRC has operations in Baghdad and in two locations in the Kurdistan Region of Iraq (KRI)- Erbil and Dohuk providing WASH, Shelter, Education and GBV program activities to Syrian refugees in formal and informal settlement sites, including camps, transit sites and host communities in urban settings. NRC is also scaling up its humanitarian response to meet the huge needs of Iraqi IDPs across the country having scaled up its operations considerably since 2014.

Job Purpose

The NRC Iraq mission seeks to establish and strengthen M&E systems that will enable improvement of internal management, program/project performance and evidence-based decision making. Within this context, the M&E Coordinator will provide technical support to the Iraq mission pertaining to M&E. S/he will build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient, and meaningful M&E systems.

Tasks and Responsibilities

  • Develop and maintain accountable and useful M&E systems.
  • Facilitate data analysis that supports decision making, learning, and accountability.
  • Capture and dissemination of lessons learned from monitoring data, grant closure reviews, Country office evaluations, program studies, and NRC annual learning review (global).
  • Provide technical support to M&E planning and activities, and lead M&E capacity building.
  • Ensure that monitoring data are fed into management decisions and used in programme management.
  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Support internal improvement processes (LEAN, Macro Log Frames etc.) according to need.
  • Manage external exercises i.e. evaluations, assuring the quality of the process in close coordination with the Core Competencies Advisors.
  • Manage material and financial M&E resources in close collaboration with relevant departments.
  • Serve as primary contact for Regional and Head office M&E Advisors.
  • Communication and dissemination for NRC M&E standards and guidelines.
  • Coordinate with M&E focal points in other country missions for developing best practices and sharing lessons learned.

Qualifications

  • At least 3 years experience from working in an international NGO in an emergency setting, invluding M&E capacity and systems development
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
  • Understanding of data and information needs for program management and decision making.
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • Experience using SPSS, STATA, Epi Info, or R
  • Fluency in English, both written and verbal
  • Knowledge of the political situation in Iraq and expertise within one of NRC's core competencies is an asset.
  • Knowledge of UN system, experience with field level coordination with UN organisations, INGOs, Donors and authorities

  • Duty station: Erbil, Iraq with up to 20% travel.
