The Director of Policy will work closely with the Enough Project’s Founding Director to shape Enough’s policy and research agenda, as well as Enough’s strategies to effect change. This position will also work closely with the Founding Director and key staff to oversee and manage the policy and forensic investigative research work of The Sentry, a new initiative Enough is launching in 2015 to counter the financing of conflict and mass atrocities in Africa. The Director of Policy also will work closely with the Founding Director and Managing Director to align policy goals with organizational goals. As a senior manager, this position will report to the Founding Director and Managing Director.
Primary responsibilities:
Policy development and strategy
- Work closely with the Founding Director and other key staff to develop the policy agendas of Enough and The Sentry, as well as to help shape efforts to create policy impact, particularly with U.S. and other government agencies, corporations, and intergovernmental organizations.
- Help shape the research and product agenda of Enough and The Sentry with oversight from the Founding Director and coordination with the Managing Director, associate directors, team leaders, and other relevant staff.
- In particular, help pioneer the expansion of Enough’s agenda into the realm of countering financial networks that fund and benefit from conflict and mass atrocities in the Horn, East Africa, and Central Africa.
- Work closely with Founding Director and other staff to provide guidance and direction to policy analysts and research products.
- Advise, provide direction to, and align policy recommendations within and between the various teams at Enough.
- Co-author, author, and edit policy reports, memos, op-eds, and other policy documents.
- Represent Enough in the media and at subject-related meetings.
- Oversee and manage the policy analyst team, field researchers, contractors, and relationships with Sentry investigative contractors with support from the Managing Director and Founding Director.
- Support associate directors in their management and supervisory roles.
- Directly supervise associate directors and team leaders with support from the Managing Director.
Senior leadership
- Work closely with Enough’s senior team to ensure that Enough’s advocacy and organizational priorities accurately reflect, support, and advance Enough’s policy priorities.
- Participate in senior staff meetings, discussions, and decision making.
- Participate in Enough strategic planning and the establishment of priorities, goals, and impact strategies.
- Advise on and monitor the development of budgets.
- Supervise and provide regular performance feedback and review to direct reports.
- Ensure contracts are managed in relation to these initiatives.
- Approve program and policy expenses in consultation with the Managing Director and Founding Director.
- Work with the Managing Director and senior team to regularly assess and improve core function support to staff.
- Develop and manage efforts to help staff improve their policy analysis and research skills.
- As a member of the senior management team, work to build the morale and capacity for success of every Enough staff member.
- Foster shared understanding around organizational mission, vision, values, and goals.
- Other duties as assigned.
Requirements and qualifications:
- Bachelor’s degree.
- At least eight years of experience in foreign policy, with a preference for a high familiarity with the tools of economic leverage, such as sanctions enforcement and anti-money-laundering programs, as well as with peace processes and the leverage that helps move them.
- At least 10 years of professional experience.
- Expertise in Africa, particularly the Horn, East Africa, and Central Africa.
- At least four years of experience managing a team.
- Excellent writing, editorial, oral communication, and presentation skills; good track record in writing analytical reports.
- Team player with superb interpersonal, organizational, and management skills, including the ability to manage numerous tasks simultaneously and maximize employee contributions.
- A high level of personal energy, dependability, and commitment.
- Ability to keep calm and work in a fast-paced environment.
- Good humor and general problem-solving skills.
- Organized, disciplined, and proactive.
- Works well under deadlines.
- Commitment to Enough’s missions and goals.
Preferred experience:
- Master’s degree or other higher degree.
- Demonstrated commitment to peace and human rights consistent with the mission of the Enough Project.
- Nonprofit management experience.
