UNEP’s projects in Darfur aim to show how improving effective and inclusive natural resource management can support sustainable recovery from natural and man-made disasters, strengthen livelihoods, and contribute to peaceful relationships over natural resources.

An M&E Officer is needed to establish an M&E strategy for UNEP programming in Darfur. Joining a multi-disciplinary team based in El Fasher, an M&E Officer is sought who will: coordinate, develop and implement M&E strategies for UNEP programming in Darfur (with a main focus on UNEP’s Wadi El Ku Catchment Management Project); track and report on project milestones and indicators; build capacity of implementing partners on M&E, be responsible for data collection and documentation; maintain and update records; contribute to identifying and addressing knowledge development needs; and develop M&E related knowledge products.

Terms Of Reference/ Duties and responsibilities:

Summary of key functions:

  • Review and refine existing project M&E frameworks and approaches, as appropriate;
  • Lead and oversee the implementation of project monitoring and evaluation;
  • Report on the progress of projects as per the monitoring and evaluation framework and ensure that this meets the reporting requirements of the project log frame and other project reporting requirements;
  • Establish a system for maintaining records;
  • Contribute to identifying knowledge development needs;
  • Develop M&E related knowledge products;
  • Other tasks as relevant and required.
  • Review and refine existing M&E for Darfur projects, together with the project manager;
  • Ensure M&E frameworks correspond to project log frames and other reporting requirements.
  • Lead and oversee the implementation of project monitoring and evaluation:
  • Work with the project manager, implementing partners and the sectoral specialists on the careful planning, and implementation of the M&E framework. Develop work plans and guide their implementation;
  • Maintain a file on each of the indicators and see to the proper keeping of monitoring records in-house and among partners;
  • Support the timely recruitment of specialists to support the M&E work, where needed.
  • Report on the progress of the project as per the monitoring and evaluation framework;
  • Work with the project manager on the preparation of project progress reports;
  • Ensure that reporting is provided in a timely manner, and that necessary data is available in advance to ensure timely reporting;
  • Work with the sectoral specialists on sector specific reports.
  • Establish a system for maintaining records:
  • Ensure that the files developed for each indicator are systematically archived for easy retrieval and sharing;
  • Ensure that records are maintained as part of a wider knowledge management system;
  • Contribute to the development of a knowledge management system, with a view to structuring and maintaining synthesized M&E records.5. Contribute to identifying knowledge gaps and to knowledge development, and asses in preparing action plans accordingly;
  • Support the sectoral knowledge strategies of the technical team members;
  • Work with the Project Management and implementing partners to maintain a record and network of national and international institutions and persons that can support the project;
  • Provide support to outside consultants or knowledge institutes to facilitate their assignments;6. Develop M&E related knowledge products, targeted at local communities, other development professionals, and a wider audience.
  • Make M&E findings available to a wider audience.

Recruitment Qualifications

Education:

Master’s Degree in Natural Resources or related field.

Work Experience:

  • 3 years of relevant work experience, preferably in a science driven - science based work context.
  • Experience working with UN agencies is an advantage
  • Experience working in a conflict affected environment
  • Ability to lead and work in teams
  • Computer skills, including various office applications
  • Previous field experience and working with national CBOs and NGOs is an asset.
  • Ability to work and conduct field work in the Darfur region is an asset.

Languages:

Fluency in both written and spoken English and Arabic.
