NRC is starting a new regional integrated programme responding to the needs of Afghan displacement affected communities in Afghanistan, Pakistan and Iran. The overall programme goal is to build on and operationalize NRC’s ongoing efforts to initiate a regional approach to responding to Afghans in protracted situations of displacement. The specific objectives of the EuropeAid Aid to Uprooted People (AUP) grant include three key result areas: Firstly, the programme will implement Information, Counselling and Legal Assistance (ICLA), Education and Livelihoods and Advocacy and Coordination activities. These ICLA activities will focus on the delivery of information and legal assistance support to the target group to improve access to essential and humanitarian services; housing, land and property (HLP) rights, legal identity and civil documentation (LCD) and procedures for refugee status determination (RSD). There will be strong linkages between ICLA activities and those relating to the second result area: Education and Livelihoods, which seeks to support the target group to better access education services in areas of high return and also implement regional market oriented livelihoods training opportunities for displacement affected youth. Finally, integrated across this programme will be Advocacy and Coordination activities that both enhance and strengthen overall sectoral collaboration between operational response actors in addressing the facets of Afghan displacement and facilitate improved overall NGO engagement and support to ongoing policy processes, including the Afghanistan national IDP policy implementation, the regional Solutions Strategy for Afghan Refugees (SSAR) and related national development plans across the region.

The Programme Manager AUP (PM AUP) will be line-managed by the NRC Afghanistan Programme Director and is based in Kabul. The PM AUP will further constitute part of a larger regional structure and is required to coordinate closely with the Regional Protection and Advocacy Adviser (RPAA) as well as the Programme Adviser (PA), both based in NRC Head Office, Oslo.

Job description
Generic responsibilities:

• Establish and manage regional coordination structures between NRC’s Afghanistan, Pakistan and Iran Country Offices (COs) to maximize efficiency, programme linkages and support the effective delivery of programme result areas in line with objectives.
• Manage, coordinate and monitor the delivery of projects in the three result areas, ensuring at all time high technical quality and synergies and organizational consistency in delivery of programme result areas.
• Prepare/verify workplans, proposal documents, budgets and reports in accordance with relevant deadlines and donor polices and guidelines.
• With support from the M&E unit, ensure timely and quality monitoring of activities to ensure high technical quality and programme learning accompanies delivery of programme result areas.
• Represent the regional programme in internal and external forums and within relevant coordination fora to promote programme learning and advocacy messaging.
• Facilitate information sharing related to programme learning and advocacy work between the three regional Country Offices and issues related to programming across the three countries
• Ensure adherence to the Core Competency tools and handbooks and other NRC policies.
• Develop effective partnerships in the humanitarian community and coordinate with authorities at provincial and ministry level.

Specific responsibilities:

• Provide overall programme management in order to effectively coordinate activities and maximise linkages between the three programme result areas.
• In close cooperation with Head Office and the three COs, ensure NRC’s regional approach to Afghan displacement is operationalized through the development and delivery of effective programme implementation plans and advocacy.
• Ensure active participation in relevant policy processes and identify and input programme learning through the development of quality advocacy materials.

Qualifications:
Generic competencies:

• Minimum 5 years experience from working as a senior Project Manager/Programme Manager in a humanitarian/ recovery context
• Experience from working in complex and volatile contexts
• Knowledge of NRC’s Core Competencies and programme management expertise, especially protection programming in displacement and return settings in urban and rural areas
• Documented/proven results related to the position’s responsibilities, particularly in programme learning and advocacy
• Experience of strong management and coordination skills,
• Proven staff capacity-building experience
• Excellent communication skills, both written and verbal
• Fluency in English

Context/specificcompetencies :

• Good knowledge of the regional displacement context in Afghanistan, Pakistan and Iran
• Core Competency expertise in one or more of the following programme result areas: Protection/Information Counselling and Legal Assistance/ Education
• Strong command of relevant thematic policy areas related to protracted displacement
• Knowledge of Dari/Farsi/Pashto an advantage
• Proven experience of delivering effective advocacy outputs, including strategies, publications and high-level representation
• Experience with regional and/or multi-country programme management/ coordination

We offer:

• Contract period: 12 months
• Salary/benefits: According to NRC’s general directions
• Duty station: This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.
• Due to the unstable security situation, recreational and social facilities are limited.
• The Programme Manager AUP will be based in Kabul, with frequent in-country and regional travels.
• All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghan authorities.
• Approved health certificate will be requested before contract start.
• Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
