 Tetra Tech ARD  is seeking a qualified Monitoring and Evaluation Specialist on a USAID-funded activity called Community Strengthening Project in Burma. This activity aims to assist communities in areas affected by or prone to conflict to improve access to essential services, recover from conflict, improve their resilience to future shocks, and empower them to more fully participate in Myanmar’s democratic transition and national reconciliation processes. The Monitoring, Evaluation, and Learning (MEL) Specialist will be responsible for overseeing all project monitoring and verification activities as well as training field office staff on data collection. The position will require travel throughout Myanmar, subject to security considerations.  

Responsibilities:

  • Design and implement activities to strengthen the project’s technical approach to program design, monitoring and evaluation (including adoption of standardized indicators and benchmarks; performance MEL plans, activity and indicator tracking tools; and evaluation approaches).
  • Assist in identifying and refining impact indicators for individual activities and the program in relation to its overall goal and objectives, and specific project initiatives.
  • Review the activity database to identify appropriate methodologies to analyze information collected in terms of macro level program evaluation and assist in the development of additional tools that can be incorporated into the database to measure individual project impact.
  • Assist in development and design of questionnaires, survey polls, focus groups and other quantitative and qualitative tools for monitoring and impact measurement purposes.
  • Provide regular monitoring and evaluation reports, and other reports as needed, and provide technical input and review reports to meet donor and project requirements.
 

Qualifications:

  • A Minimum of a Bachelor’s Degree in statistics, econometrics or a similar field. Have at least five years of working on donor funded programs in a conflict or post-conflict environment.
  • Experience working throughout Myanmar preferred, particularly in Rakine State, Kachin State, and northern Shan state.
  • Demonstrated knowledge in performance monitoring of international development tasks, data collection, and data management.
  • Demonstrated success in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations.
  • Experience in the unique demands of monitoring and evaluating programs in complex, culturally diverse settings, including complexity awareness methodologies.
  • Spoken and written fluency in English.
