BACKGROUND AND PURPOSE OF THE JOB

World Food Programme (WFP) Regional Bureau Based in Cairo (RBC) for the Middle East, North Africa, Central Asia and East Europe, based in Cairo, contributes and supports the governments in the region to increase food security for vulnerable populations through providing technical supports and guidance to the Country Offices. There are eighteen Country Offices (CO) or operational offices under the Regional Office. Since late 2013, RBC has initiated the process of setting up a regional GIS infrastructure in coordination with relevant teams at its headquarter and regional office. Through the process of setting up the GIS infrastructure, data standardization for geospatial data has been achieved for priority countries. The data standardization for socio economic data and its integration into the geospatial data is yet to be achieved. Geospatial data management using an enterprise geodatabase and building/maintaining web mapping applications is a key area of focus in regional GIS strategy to make progress in food security and vulnerability analysis, and Early Warning (EW). Maps are a powerful means to advocate the issue of food insecurity and vulnerability, providing essential guidance for programme targeting. A strong GIS capacity is also essential to allow WFP to rapidly respond in case of emergency by providing geographic information on people’s locations, accessibility and likely damage impact. Against the background, the RBC VAM seeks for an experienced, resourceful, strategic and dynamic individual, who can further explore opportunities in the region and bring a tangible progress in the areas described above. 

STANDARD MINIMUM QUALIFICATIONS

Education:   Completion of Secondary school education and a post- secondary Certificate and trainings in GIS, information technology, geography or Satellite Remote Sensing.  Experience: Six or more years of progressively responsible work experience, of which at least one year closely related to the GIS and information management. 
Language:   Fluency in both oral and written communications in English and Arabic. Knowledge & Skills
  • Up-to-date with latest mapping techniques, geospatial data management and applications development is needed
  • Strong extensive knowledge of ESRI ArcGIS Desktop and ArcGIS Server;
  • Proficiency with Spatial Data Engine (SDE), geodatabase design, and geodatabase management 
  • Familiarity with developing web-mapping application using ArcGIS Online (AGOL) and other web mapping and smart phone apps designing is essential 
  • Knowledge of data modeling languages including PYTOHN, R and familiarity of statistical packages such as SPSS and STATA will be preferred
  • Demonstrated data visualization skills are needed.
  • Excellent inter-personal and general communication skills and strong service orientation;
  • Ability to work in a multi-cultural environment

KEY ACCOUNTABILITIES

Under the supervision of Regional GIS, Information & Knowledge Management Officer, the incumbent will perform the following duties;
  1. Following corporate guidelines, developing and updating standardized maps and infographics to inform WFP, donors and stakeholders on achievements and response in the region;
  2. Contributing to the development/updating of the interactive web-mapping applications to support effective information management in line with WFP and UN corporate policies and practices;
  3. Maintaining and updating the spatial data infrastructure (SDI) for the storage of geospatial data layers in a centralized regional repository for all the countries in the region and establishing linkages to the corporate SDI database in close coordination with relevant teams at RBC and HQ, including the GIS teams from the Emergency Preparedness Division (OSE) and VAM;
  4. Supporting in execution of the new set-ups and the implementations of commonly agreed-upon GIS infrastructure in selected COs while ensuring data integration between the RBC and the HQ nodes for data sharing and interoperability;
  5. Updating and maintaining the inventory of GIS/RS datasets and maps to ascertain data/map needs and gaps while identifying new data sources to ensure data preparedness for timely solution and response;
  6. Ensuring the production of metadata to document on all existing database implementations while conducting regular updates;
  7. Updating data layers in the SDI following the corporate guidelines of spatial data management;
  8. Server management of Spatial Data Infrastructure (SDI) at the regional level;
  9. Coordinate with ICT to ensure the availability of geodatabase server and timely SDI backups;
  10. Ensure the development and production of maps and related mapping documents to effectively support WFP/VAM in its cartographic needs;
  11. Prepare and distribute maps, in various formats (hard-copy with small to large format printing, digital and web-compatible);
  12. Supervise the collection, data structuring and archiving of geographic information related to food security and vulnerability data;
  13. Any other duties as may be requested by the Head of VAM unit

DELIVERABLES

  1. Standardized maps and infographics are timely updated.
  2. Develop and maintain web mapping applications to visualize food security and emergency preparedness information online.
  3. Maintain and update Spatial Data Infrastructure to ensure the availability of updated geospatial information layers when needed;
  4. Implementations of the corporate Spatial Data Infrastructure (SDI) in selected countries as prioritized in the annual workplan
