CONTEXT OF THE MISSION



The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighboring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Six years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern. 



HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:



  1. 1. Provision of comprehensive psychosocial support services (psychosocial support, psychosocial support and/or prosthetics and orthotics) either directly either in support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) through training, technical supervisions and donations of assistive devices and/or equipment
  2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses
  3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods.

DESCRIPTION DE POSTE :

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs. 



Under the responsibility of the Area Coordinator, the Field Coordinator will be in charge of :

  • Consolidating the existing base and activities in rehabilitation, risk education and emergency distributions
  • Supporting on the development of new proposals and expansion of activities to include prosthetic and orthotic and clearance activities
  • Expanding the area of activities as new areas become accessible/new needs develop
  • Managing security in his/her area of responsibilities by ensuring a constant monitoring of the context in the area

PROFIL ATTENDU :

Experiences:

  • At least 5 years of professional experience in humanitarian / emergency contexts 
  • At least 2 years of experience in management of field bases and/or programs
  • At least 2 years of experience in security management and/or context analysis
  • Solid work experience in one or more core sectors is a strong asset: Response to specific needs (physical rehabilitation, P&O, psychosocial support), mine action (risk education, marking, clearance) and/or response to basic needs (food/NFI emergency distributions)
  • Experience in Iraq, Syria and/or in other Middle Eastern countries is a strong asset
  • Previous experience in opening field offices is a strong asset
  • Strong security management experience

  • Strong interpersonal and intercultural skills
  • Fluency in oral and written English is compulsory
  • Arabic and/or Kurdish skills are a strong asset
  • Strong computer skills (use of MS Word, Excel, Outlook and other relevant software).

Security: Medium to high level of insecurity in the intervention areas. 

CONDITIONS :

  • Starting date: 05/01/2018
  • Length of the contract: 6 months
  • Salary from 2760 € (gross) / month depending on experience 
  • Perdiem: 550 € (net)
  • Hardship allowance: 500 € (net)
  • Insurances: medical health coverage, retirement planning, repatriation 
  • Paid holiday: 25 days per year
  • R&R: 5 days every 6 weeks
  • Status: Unaccompanied
  • Housing: Collective housing fully covered by Handicap International
