INTERSOS is an Italian humanitarian organization on the first line that works all over the world bringing assistance to people in danger victims of natural disasters and armed conflicts. INTERSOS, with its own humanitarian operators, intervenes to effectively meet the needs of people in crisis, with a particular attention to the vulnerable groups, as women and children. It provides first aid, food, shelter, medical assistance and basic goods. It ensures that basic needs, as education, clean water and health, are met.

General Context of the Project

In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).

INTERSOS Jordan has recently established M&E mechanisms in order to enhance transparency, quality and accountability of the overall program.

General Purpose of the Position

The MEAL (Monitoring, Evaluation, Accountability and Learning) Manager will provide leadership in ensuring quality and accountability standards are integrated into the regular MEAL of the INTERSOS Response for the Jordan Program. S/he will accomplish this through leading the development and implementation of an integrated MEAL framework for the Program currently implemented in Jordan, focusing on mentoring and/or building capacities of relevant programme, M&E and Accountability staff, as well as promoting and fostering a culture of shared learning and accountability, and promoting innovation within the programme. This includes the development and integration of accountability, learning and programme quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.

Once fully developed, the MEAL Manager will be expected to lead on MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, MEAL budgeting and recruitment.

Main Responsibilities and Tasks

Under the direct supervision of INTERSOS Head of Mission, the MEAL Manager will be responsible of the following:

Programme Support:

  • Finalize the setting up of the systems to manage information generated by MEAL activities, such as complaints databases, beneficiaries databases etc.
  • Finalize a M&E system for the organisation, with programmatic outcomes (and indicators) in place reflecting the organisation’s strategic direction.
  • Establish a common monitoring framework for overall programme implementation.
  • Support and improve the current system for data collection, analysis and vulnerability scoring
  • Conduct data analysis and present and disseminate information to inform programme management.
  • With support from Admin/Finance Manager, Programme staff and HR team, identify MEAL staffing needs for Jordan program, and support rapid recruitment, induction, performance management and training.
  • With support from Procurement Manager and Logistic team, identify MEAL supply needs and coordinate with the logistics team to ensure monitoring of procurement, delivery, store management etc.
  • Support coordination of needs assessments, ensuring assessment findings are documented. Lead development of INTERSOS programme baseline surveys where required.
  • Supervise and improve the implementation of accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review. Implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with PSEA and CP Policies as well as INTERSOS Code of Conduct and Code of Ethics
  • Support Program Manager to ensure that the overall program, and its different component, are carried out with participation from all affected and targeted communities (Women, Men, Girls and Boys), that information is shared with affected communities (through traditional and high-tech solutions) and that they solicit and respond to community feedback.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

  • Identify learning and training opportunities for MEAL staff and work as a mentor for less experienced staff.
  • Conduct training and awareness raising activities for operations and programme technical staff at field level regarding MEAL priorities and quality standards.

Representation, Advocacy & Organisational Learning:

  • Ensure that INTERSOS’s work is coordinated with efforts of other agencies, and support Interagency Coordination at Consortium level. Participate in Interagency (Consortium level) coordinated joint MEAL activities.
  • Support senior technical specialist with learning activities. For instance, support planning of After Action Review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots.
  • Contribute to communications and media work as required.

Other responsibilities:

  • Uphold the INTERSOS Code of Conduct and policies;
  • Ensure the respect of the core humanitarian principles: neutrality, impartiality, independence and humanity and the respect of the “do no harm” principle of humanitarian action.
  • Strictly follow the internal procedures, policies (PSEA, CPP etc.) and guidelines and Standard Operating Procedures (SOPs).

Education

- A university degree at the post-graduate level in the social sciences, humanitarian actions or any related field;

Professional Experience

- Significant years of experience of working internationally in humanitarian programmes;

- Significant years of experience of undertaking a MEAL related role in an humanitarian context;

Professional Requirements

 

- In–depth knowledge of refugees’ assistance issues

- Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations

- Experience of training and capacity building

- Knowledge of institutional donors and experience of developing proposals

- Experience of, and commitment to working through systems of community participation and accountability

- Politically and culturally sensitive with qualities of patience, tact and diplomacy

- Ability to write clear and well-argued assessment and project reports

- Previous experience of managing a team and managing projects

- Proven capacity to supervise, train and coach staff

- Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks with attention to details

- Strong reporting skills;

Languages

-Fluency in English with excellent verbal and written communication skills

-Italian and/or Arabic are an asset
