Action Against Hunger was founded in 1979 by a group of French intellectuals in response to the emergency in Afghanistan. While the fight against hunger had previously been an element of more general humanitarian action (the fight against poverty, promoting better health, etc.) they founded an organisation that was exclusively dedicated to ending hunger. Action against Hunger is now recognised as one of the leading organisations in the fight against hunger worldwide.

General description of the position

You will coordinate and monitor the on-going progresses of  AFD programs in Jordan and Iraq  (AFD Social WASH consortium with NRC and AFD sub-regional project)

Main responsabilities

Mission 1: Management and Coordination of 2 AFD projects 

  • Organize kick off meeting – involving project, technical, finance, logistics and human resource departments as appropriate;
  • Convene and chair monthly sub-regional/consortium steering committee, technical working group, progress review meetings to discuss pertinent programme and operational issues ;
  • Draft and disseminate minutes of meetings and follow up on action points;
  • Ensure that donors and internal rules and procedures are understood and respected by all NGO partners, share information and conduct training if required on proposed systems and processes for consortium management;
  • Oversee and support (if needed) the teams in the implementation of key recommendations from AFD Action Against Hunger (Jordan and Iraq) or that of the consortium steering committee
  • Prepare the internal audit – sharing guidance to consortium partners on requirements as outlined in the consortium MoU
  • Line management and capacity building of Deputy AFD Consortium Manager (national staff) details: appraisals, information sharing feedback etc.

 Mission 2: Representation and networking

  •  Identification and mapping of relevant stakeholders
  • Develop relationships with key stakeholders and provide clear information on the program goals, methods of intervention and evaluation
  • Represent Action Against Hunger in donor’s meetings, working groups (if requested) and conferences as appropriate
  • Attend Working Groups in WASH and MHPSS (if requested)
  • Liaise with government, NGOs and UN stakeholders/partners

Mission 3: Monitoring and Evaluation

  • Ensure that all the organizations involved in AFD project implementation own policies and compliance are in accordance with AFD and ACF financial, monitoring and evaluation policies and that these are shared with consortium members;
  • Monitor regularly activities in both countries, linking with PMs, technical coordinators, and deputy country directors, including field visits, meetings and conference calls;
  • Carry out programme monitoring visits at least once per month – with each agency receiving at least two visits during the grant;
  • Convene and chair technical working group meetings to monitoring project’s progresses and share good practice and lessons learnt
  • Coordinate and put in place a program capitalization system in collaboration with each focal point from each NGO.
  • Coordinate a final “lessons learned” workshop based on the findings of the final report

Mission 4: Facilitate visibility

  • With the support of the Regional Communications Advisor to follow up matters relating to internal and external communications (branding, etc.)

 Mission 5: Manage and ensure timely reporting

  • Develop a reporting schedule that is agreed by all consortium members which adequately feeds into the external funder requirements and deadlines ;
  • Ensure reporting for all the consortium members according to funder and ACF HQ requirements is completed in a timely manner;
  • Manage and update the common consortium log frame, utilizing for reporting and ensuring complete information can be shared  if requested by the donor;
  • Collect and provide monthly financial and narrative reports from consortium members for internal reference and progress tracking;
  • Collect and provide consolidated narrative and financial reports on progress as per the donor requirements;
  • Manage and negotiate any budget changes in accordance with donor and ACF HQ criteria;
Do you fit the requested profile ?
  • You hold a Master Degree in Social Science, Management or relevant Sectors (WASH/MHPSS)
  • You have at least 2 years of professional experience within program management with international organizations
  • You possess excellent coordination, negotiation and communication skills
  • you are well-versed in developing and managing the implementation of information dissemination strategies; demonstrated experience in building and leading diverse and effective teams.
  • You are willing to travel to project sites in targeted districts when required 
  • You have good Computer skills and ability to use Microsoft Office as well as strong analytical and writing skills
  • English fluency required. 

Optional:

  • Knowledge in Arabic is a plus. 
  • Experience in working collaboratively to design, implement and monitor humanitarian programmes, experience in Consortium a preference

Work context

Jordan mission is a dynamic mission rapidly growing ; with large scale WaSH and Livelihoods projects being implemented in host communities and refugees camp, Mental Health sector is being now developed. Country strategy combines emergency and development projects to address needs of Syrian refugees and vulnerable Jordanian in an holistic approach. With a team of 12 international employees and more than 100 national colleagues, ACF Jordan office manages a portfolio of projects for more than 9 millions €, in response to the Syria crisis in Northern and Eastern Jordan. The donors range vary from institutional funds (UNICEF / MADAD) to bilateral agreements (AFD / GIZ / Taiwan). To support the 3 operational bases, the coordination office is based in Amman. 

Jordan is considered as a stable country where security conditions enable a safe implementation of the projects.
