International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is currently implementing approximately 8 programs across eleven sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.
IMC South Sudan is implementing a 4 year GBV prevention and response program in Jonglei, Unity, Western Bahr el Ghazal and Upper Nile states. The programs currently cover 5 field locations, in addition to 3 covered by an implementing partner. Livelihoods activities are going on in 5 of these locations.
Job Description
The Economic Empowerment and Livelihood (EEL) program Manager will be responsible for economic empowerment and livelihood program activities under the DFID funded Humanitarian Assistance for Resilience Building in South Sudan (HARISS) project in South Sudan including technical oversight and support to GBV program staff in all field sites which will require continuous travels.
Essential Responsibilities & Accountabilities:
1.Coordination
- Coordinate with other food security and livelihood (FSL) partners, women’s groups, GBV partners and community leaders to identify the need for livelihood options and design the program in all the-DFID funded project areas in SS.
- Coordinate with FSL, protection and GBV partners to conduct need assessment for livelihood activities for women.
- Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.
- Participate in appropriate cluster meetings in Juba and field locations.
2. Assessment and Program Planning
- Support the implementing partner to conduct need and market assessments.
- Support GBV managers, deputy managers, and women’s support officers’ National partner EEL focal person to plan and conduct the EEL activities in all sites.
- Administer trainings to build the capacity of the staff involved from IMC and partner organizations to enable them effectively support livelihoods activities for women.
- Contribute to the development of concept notes and/or proposals as required.
3. Human Resources Management
- In collaboration with GBV managers, identify, mentor and support women’s support officers and GBV Deputy Managers
- Support the implementing partner in capacity building and continuous follow-up.
- Provide support where needed to the women engaged in EEL activities
4. Program Implementation and Capacity Development
- Train implementing partners and IMC staff (for ex. GBV managers, deputy managers and women’s support officers) on managing, supervising and supporting EEL activities.
- Work closely with the GBV managers to ensure training and incorporation of engaging partners of the women participating to prevent domestic violence.
- Support the implementing partner to start up women IGA groups based on the interest of the women.
- Ensure, business management and leadership trainings are conducted for the members of women’s group and women’s committees in all field locations.
- Ensure the necessary supplies for IGA activities are procured and provided to IGA groups.
- Support women’s group to develop their own rules and procedures to administer the IGA/livelihood activities
- Compile accurate and timely weekly, monthly and quarterly reports
- Maintain flexibility to take on added responsibility as and when needed.
5. Financial Management
- In discussion with the GBV coordinator, develop work plans in line with financial pipelines.
- Work with Finance and Logistics to plan and procure supplies within program budgets.
- Ensure compliance with donor regulations.
6. Security
- Ensure compliance with security protocols and policies.
- Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders.
- Prevention of Sexual Exploitation and Abuse
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
- Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
Qualifications
- Degree in economics, agriculture, business/public administration, social science, public health, nutrition or related field, advanced degree preferred.
- Minimum of four years’ experience implementing similar programs in humanitarian or complex emergency context.
- Solid technical knowledge in at least one of livelihoods or economic empowerment for women programming. Familiarity with standards and guidelines for Food Security and Livelihood. Ability to manage teams – especially remote management and field teams in a challenging environment.
- Ability to draft written FSL related reports, lead assessments and analyze data. Experience with women and girls as well as on GBV prevention and response program preferred.
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
- Ability to work well with a cross-cultural team
- Strong communication skills, both oral and written
- Ability and willingness to live and work in a challenging environment
- Relevant regional experience strongly preferred.
- Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs preferred.
