SI is looking for an emergency-focused, proactive and intuitive collaborator able to lead life-saving operations in highly insecure environments. The program manager WASH is responsible for implementing and achieving the objectives defined in the operation proposals. (S)he is responsible for overseeing operational teams assigned to the program. (S)he guarantees the good performance and the quality of the program(s) WASH implemented, and, where appropriate, proposes adjustments or developments to ensure relevance. An outstanding ability to manage heavy workload and constant operational stress is required for this highly challenging position.

Yemen is the poorest country in the Middle East. Its many challenges include weak governance, political tensions that drove the country to war, high population growth, deteriorating economic prospects, and extremely high poverty. Yemen is off track on many of the Millennium Development Goals (MDGs).

With the Yemen crisis now in its second year, the humanitarian situation across the country continues to deteriorate. Since March 2015, violence in Yemen has claimed thousands of lives and resulted in more than 14.1 million people – over half of the population – requiring emergency food assistance[1]. Economic recession, depreciation of the national currency, soaring food and fuel prices, disrupted markets, and loss of employment opportunities have contributed to extreme vulnerability to food insecurity throughout the country.

Following several alerts raised by ACF and other actors, SI has been considering for the last 12 months an intervention in Yemen, more specifically in the south governorates (Aden, Lahj, Taizz, Abyan). These areas have been affected by the war opposing the internationally recognized president’s, Abd Rabbu Mansour Hadi and his national military forces backed up by the Coalition including Saudi Arabia, and the alliance between the Zaydi Shia Houthi rebels and the former president Ali Abdullah Saleh.

Following 2 exploratory mission enhancing the strong needs in Wash and Food Security, the emergency desk decided to open a mission in Aden in order to launch first activities in Lahj governorate.

Your profile

  • Candidates must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.
  • Commitment to the aims and principles of SI.
  • University degree in Water, Sanitation, Public Health or equivalent fields of expertise.
  • 3+ years of work experience in WASH related programs including in emergency contexts
  • Proven skills and experience in undertaking emergency WASH assessments and designing/writing quality technical proposals in WASH
  • Proven experience in program development, project cycle management and monitoring and evaluation related to WASH
  • Strong management skills and proven management experience. Previous experience in a coordination or HQ position is desirable.
  • Excellent communication skills and demonstrated experience of Liaising with a broad range of stakeholders, including international donors, UN agencies and INGOs, national authorities, national/local partner agencies and emergency affected communities
  • Capacity and willingness to be extremely flexible; ability to work under pressure, cope with stressful situation and insecure working circumstances.
  • Commitment to and skills in capacity building and training of staff partners and other actors related to WASH
  • Culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English. Arabic is an asset
  • Creativity and the ability to work with limited resources
  • Strong command of French is desirable

SI will offer

SI’s conditions for this position include:

  • A salaried fixed term contract, with a gross salary, which, according to your experience, starts from 2500 euros gross per month, plus 10% annual leave allowance paid monthly.
  • A Per Diem of 750 USD.
  • Housing on the field will be managed and covered by SI
  • Social and medical coverage: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 10-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He/she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
