Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: health and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.
Context
Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013 a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.
In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.
In November 2016, following massive displacement of population and start of the conflict in Equatoria, Tdh launched an assessment in Yei to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017.
Tdh launched a new assessment in Lainya counties with a focus on health and nutrition in April 2017. Activities are now implemented in Yei and Lainya counties to address a great variety of needs including Health, nutrition, food security, WASH and protection, both in Yei city and in Lainya, in collaboration with local partners.
A food security Livelihood project is about to be launched in Yei and Tdh is therefore looking for an experienced project manager who will be responsible for the management and implementation of the project implemented in Yei City.
The position has a double dimension: the implementation of activities, including day-to-day management and long-term planning, and the provision of technical reference for the Food Security and Livelihoods sector in the mission.
General description of the position:
- The FSL Project Manager is assisting and working under the supervision of the Field Coordinator based in Yei. He/She is in charge of the direct implementation and supervision of the Tdh FSL intervention in the region.
- He/she will be managing a team of 10 national staff and local partner team.
- He/she works in complete line with the FSL project strategy defined for the intervention.
- He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the project.
- He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the living conditions of affected populations in South Sudan.
- He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.
- Terre des hommes expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.
Contractual Conditions:
Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight. Duration: 6 months
Main responsibilities :
Project Management
- To develop, implement and monitors the FSL project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets;
- To ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the implementation strategy;
- To follow up on the FSL situation in South Sudan, particularly in Equatoria, and activities’ impact and propose adjustments of the project strategy if needed;
- To forecast and follow up on expenditures related to the project;
- To participate in budget revision exercises;
- To prepare timely purchase requests in line with the project needs;
- To support required actions by the administration related to protection team management and supervision;
- To identifiy logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).
- Ensures donor and internal reporting : Writing of the narrative monthly, quarterly, intermediate and final reports, according to the templates and requirements;
- Feeds information to the field coordinator;
- Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision;
- Participates in assessments in its geographical zone of intervention or outside;
- As requested by his/her Line Manager, take part in the definition of strategic orientation for the mission, be it in the operational or in the technical part;
- Planning of activities. He/she must provide activity planning for all the duration of the project, as well as monthly and/or as requested;
- Creates and applies a communication and visibility plan in the project(s) under his/her responsibility;
- Designs, and ensures the correct implementation of a monitoring plan for the activities and staff of our local counterparts;
- Designs, and implements correctly, a data gathering system and tools as needed for the implementation of the project;
- Ensures the capitalization of lessons learnt and good practices in formal documents.
Coordination and representation
- Participates in internal coordination meetings as needed and requested;
- Participates in external coordination meetings (Cluster meetings, meetings with authorities from the Ministry of Agriculture and Ministry of Education) and ensures the correct technical coordination of TdH health and nutrition activities;
- Represents TdH in front of the Ministries of Agriculture and Education in Yei, as requested;
- Ensures the correct integration of TdH’s Food Security activities and strategy in the Ministry of Agriculture’s plans, policies and regulations;
- Ensures the correct coordination with the Project Manager for Health and Nutrition, in the activities related to his area of work, and specifically in the School Feeding Program and monitoring of nutrition status of children;
- Ensures the coordination and solves potential overlapping of activities with other organizations and actors in the food security sector in Yei;
- Ensures communication and reporting regarding technical matters, as needed, with the technical referent for food security available at the mission or at HQ;
- Participates, as requested by his/her Line Manager, in the writing of food security proposals.
- To identify, recruit train and manage staff;
- To ensure staff care;
- To ensure Child safeguarding policy is enforced;
- To ensure the whole team has a clear understanding of the Tdh mandate and project;
- Ensure a positive working environment and good team dynamics (solve out potential conflicts), organise and lead coordination meetings;
- Evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR;
- Ensure the communication contract is implemented within his/her team(s) and project teams;
- Create conditions for a good flow of operational information from delegation – field - delegation (verbal exchanges, e-mails, sitreps, reports,, etc.);
- Ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency);
- Participate in the delegation coordination meetings;
- Ensure and support the accountability of the national teams in a gradual process of delegation and nationalisation of managerial posts;
- Develop his/her subordinates' self-reliance and encourage collaboration.
Security
- Comply with Tdh Security Regulations;
- Ensure Staff safety and inform staff on security rules as defined;
- Reports any security/safety incident and/or risk to the Field coordinator.
Profile:
- Extensive project management experience (management, planning, budget follow up, logistics) in emergency programme
- Extensive experience in Food security, nutrition, livelihood
- At least 2 years’ experience in a similar position/high management position in the field
- Excellent written and spoken English skills (French is not required)
- Good writing, reporting and communication skills
- Ability to work in an unstable environment
