The IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as with those who remain within their homes and communities. The IRC has been working in the DRC since 1996, and currently operates in five main programming areas: multi-sector emergency response, prevention and mitigation of gender-based violence, education, primary health care as well as local governance. The IRC has offices in North Kivu, South Kivu, and former Katanga, and its regional headquarters is in Kinshasa. The organization employs more than 500 people in the DRC, and has a budget of around 20 million USD per year.  The RRMP (Réponse Rapide aux Mouvements de Population) is an emergency response program funded by UNICEF and covering Eastern DRC. The main objectives of the IRC’s RRMP program are:

  • To conduct multi-sector assessments in areas recently affected by population movements (displacements or returns), natural disasters and cholera epidemics in order to inform the humanitarian community about the scope of these movements and the main humanitarian needs;
  • In the absence of another actor with the capacity to respond quickly, and on the basis of these assessments, to intervene in the sectors of non-food items (NFI), health, water, sanitation and hygiene (WASH) and education in favor of the most affected communities.
 The IRC is the prime RRMP implementing partner in Tanganyika (and possibly parts of South Kivu) and oversees the activities of AVSI. The program’s eighth phase (RRMP 8) will start in June 2017 with a budget of about 4 million USD for 12 months (Initially approved for 6 months). The IRC’s RRMP 8 team has about 100 staff, including four expatriates, working from offices in Tanganyika.  SCOPE The Senior M&E Manager RRMP (Réponse rapide aux mouvements de population) is responsible for the monitoring of emergency interventions, the capacity-building of the emergency team, capitalizing on experiences and sharing of best practices between RRMP teams based in Tanganyika. He / she ensures that cross-cutting issues such as gender and protection are taken into account in all interventions. The Senior M&E Manager RRMP will be based in Kalemie (Tanganyika), but will spend at least 20% of her/his time in various field locations in Katanga and South Kivu.  The Monitoring and Evaluation systems in RRMP allow the program to provide useful and strategic information in order to:
  • continuously provide data able to demonstrate the effectiveness of the program;
  • ensure rigorous monitoring of the use of resources (financial, material, human , time) and of key performance indicators;
    detect in given time implementation problems in order to find relevant solutions;
  • capitalize on program experience and continuous learning and encourage communication and exchanges between the partners in the humanitarian community;
  • demonstrate efforts to improve the program to beneficiaries and the humanitarian community.
 RESPONSIBILITIES Needs Assessments:
  • Plays a leading role in design of tools and methodologies for multi-sectoral assessments to identify the needs of populations in emergency situations;
  • Plays a leading role in the design of tools and methodologies for RRMP assessment activities and post-intervention monitoring;
  • Ensures that IRC teams understand and apply RRMP methodologies;
  • Leads fields missions (by RRMP or several agencies) to apply the above-mentioned methodologies and assess the humanitarian situation in specific areas;
  • Ensures timely, accurate and comprehensive reporting of assessments to partner agencies.
  • Ensure full-fledged presentations of the finding of multi-sectoral assessments and post-intervention monitoring to the humanitarian community (Clusters);
  • Collaborates with UNICEF and other RRMP partners in eastern DRC in order to continuously improve RRMP methodology
 Monitoring:
  • Plays a leading role in close coordination with the Senior RRMP Coordinator, the Regional Coordinator in M&E, the Tanganyika and Katanga Coordinators, NFI, WASH and health managers in the design of tools and methodologies for monitoring of humanitarian assistance activities.
  • Plays a leading role, in close coordination with the RRMP Coordinator and the Operations Manager in the implementation of monitoring mission of RRMP activities (NFI, Wash, health) at field level.
  • Ensures that collected monitoring data are used to continuously update and improve technical standards.
  • Ensures that all contractual RRMP statistics related to the project are properly collected, analyzed and updated.
  • Ensure monitoring of contractual and internal indicators related to the RRMP program.
  • Accountability: participate in financial monitoring of RRMP activities.
 Human Resources:
  • Supervise M&E managers, quality & protection teams and database managers. Advise/support the MSA Managers using performance management IRC tools and ensuring advice and support on planning, implementation , monitoring and evaluation, and management of their teams ;
  • Ensures that RRMP M&E staff work and behave in a manner consistent with the IRC code of conduct;
  • Ensures that the RRMP M&E staffing accurately reflects the needs of the program and that all positions are filled with the most qualified staff possible. If necessary, he/she leads recruitment.
 Capacity building:
  • Identifies external training and learning opportunities for IRC’s RRMP M&E staff that respond to key needs in terms of capacity building.
 Reporting:
  • Works closely with the Grants Manager to ensure timely and quality donor reporting.
 This position is directly supervised by the Senior RRMP Coordinator and provincial management. He / she works closely with the managers of the various components (MSA, NFI, WASH and health) and the Grants Manager. He / she is expected to liaise with the Regional M&E Coordinator for technical matters in monitoring, evaluation and data analysis. He / she directly oversees RRMP M&E teams in Tanganyika.   REQUIREMENTS
  • University degree, preferably in applied social sciences (economics, statistics) or in engineering; preferably an advanced degree in an appropriate field such as International Relations, Development Studies, or public health.
  • Minimum of 3 years of experience with an international aid organization, of which preferably 2 years in emergency settings
  • Fluency in both French and English (spoken and written) required.  
  • Excellent leadership, program management, organizational, interpersonal and communication skills.
  • Must be able to work independently while being a strong team player.
  • Ability to live and productively work within a humanitarian setting and harsh environments.
  • Ability to multitask, to be flexible and show cultural sensitivity.
 Security Situation / Housing: 

The security situation in Kalemie is relatively calm but unpredictable. The general context in Tanganyika is still volatile and characterized by a latent but persistent conflict between different armed groups. Security measures are in place (guarded houses, restrictions on movement, communication systems, etc.). IRC expatriates live in comfortable shared homes. This position is unaccompanied.
