The WASH Consortium M&E manager will ensure that Concern’s monitoring and evaluation (M&E) processes are timely, complete and reliable data, by coordinating M&E across the different agencies of the Consortium according to established frameworks. The role will also ensure timely, complete and reliable reporting, by keeping track of the advancement of the Consortium’s activities, by reviewing internal reports and by redacting external reports. The manager will contribute to internal and external coordination, by co-coordinating internal technical working groups, by contributing to Consortium-organised sector events and by liaising with WASH sector actors in specific forums.
About the role: This is an 18 month new role with unaccompanied terms and conditions based in Kinshasa with frequent visits to consortium programme areas.
The salary package is €34,106 to €37,895 and benefits
The Consortium comprises the following agencies: Concern Worldwide as the lead agency, Action Contre le Faim (ACF); Agency for Technical Cooperation and Development (ACTED); Catholic Relief Services (CRS); and Solidarités International. The Consortium is funded by UKaid (DFID). Concern Worldwide leads the Consortium through a Kinshasa-based Consortium Coordination Unit (CCU) made up of the Consortium director, a compliance manager, a communication, learning and advocacy coordinator, and an M&E manager.
You will report directly to the WASH Consortium Director and work closely the CCU team and the Consortium partner agencies.
The organization would like you to start June 2017
You will be responsible for:
Monitoring and evaluation (about 60% of the time)
Since late 2016, the Consortium manages its M&E data through a database management system, based on iFormBuilder for data collection and users’ management and on Zoho Reports for data storage, analysis and report generation. All data in the system are “live”.
- In collaboration with the Digital Data Gathering (DDG) team at Concern HQ, keep the system ‘in a good health’ at any point in time and in all its components and ensure that its potentials are fully exploited.
- Ensure that all Consortium agencies use the system correctly, i.e. according to guidelines.
- Regularly monitor completeness and consistency of the data agencies enter in the system and take action as needed.
- Provide agencies with support and troubleshooting, if needed by liaising with the technical assistance focal point in the DDG department of Concern HQ.
- Track the progress of the project’s results against the logframe targets and against a set of DRC national standards.
- Whenever needed, carry out further quantitative analysis of M&E data to cast light on programme aspects that the automated data analyses done by the system may not capture, including data analysis to contribute to possible proposals for additional funding
- If needed, plan, design and coordinate small-scale ad-hoc quantitative or qualitative surveys to cast light on programme aspects that the M&E routine framework may not capture, including data analysis to contribute to possible proposals for additional funding.
- Contribute to the design, planning and rollout of the project’s final evaluation planned in late 2018.
Reporting (about 25% of the time)
Context: The Consortium agencies report to the CCU on a quarterly basis. Programme reporting comprises a narrative report and an Activity Tracker update per agency. The CCU in turn reports to the donor on a bi-yearly basis, highlighting the key accomplishments, successes and challenges in the last period and showing the cumulative progress against the targets. Financial reporting and forecasting accompanies all programme-related reporting.
- Follow-up with each Consortium agency to ensure their timely submission of quarterly programme reports.
- Coordinate the review of quarterly narrative reports by the agencies, and flag any points requiring follow-up.
- Consolidate and analyse the quarterly Activity Trackers by the agencies, gauge their progress rate against targets, and spot any errors, inconsistencies or delays.
- Consider the quarterly reports in conjunction with the M&E system data to-date in order to ensure coherence and reliability.
- Take charge of the sections on logframe results and on advancement of key activities in the bi-yearly donor reports.
- Contribute to the write-up of the bi-yearly reports and consolidate all programme-related contributions by other CCU colleagues, for final review by the Consortium director.
- Contribute to any ad-hoc report requested by the donor.
- Contribute to possible proposals for future funding, under the guidance of the Consortium director.
Coordination (about 15% of the time)
Context: Programme focal points of all Consortium agencies coordinate through quarterly Technical Working Group meetings, and the finance/compliance focal points do the same separately. The Consortium’s Governance Board meets on a quarterly basis too. An M&E group -part of the Technical Working Group- meets on an ad-hoc basis. The Consortium organises sector-wide events (External Technical Reviews) twice a year.
- Ensure productive collaboration with the Consortium agencies’ programme and M&E focal points, by regularly coordinating by email, phone, Skype, in person or via field visits.
- With the Consortium director, co-coordinate the Technical Working Group-programme meetings, especially by contributing with M&E and activity progress data analyses.
- Take part in Board meetings if requested on specific occasions, e.g. to present activity progress data.
- Contribute to the design and rollout of External Technical Reviews as needed, particularly as regards the analysis or presentation of Consortium’s programme/M&E data.
- Take part in any other external or internal coordination mechanisms if the need arises, e.g. with the M&E coordination unit of the national rural WASH programme “Villages Assainis”.
Other
- Carry out field visits to Consortium implementation areas to provide guidance to the Consortium agencies on the rollout of the M&E framework or on other issues.
- Constructively collaborate with the Consortium agencies, with the CCU colleagues, with Concern Worldwide as a whole and with any other parties.
- Undertake any other relevant duties as may be assigned by the Consortium director.
Your skills and experience will include:
Essential:
- 3+ years delivering quantitative data analysis in M&E or other fields, preferably in development or humanitarian contexts;
- Strong numeracy and quantitative data analysis skills;
- Strong MS Excel proficiency;
- Experience reporting/presenting quantitative information in narrative form;
- Demonstrable interest in DDG or ICT4D;
- Ability to successfully work in teams;
- Working knowledge of spoken and written French and English (most communication within the Consortium is in French);
- University-level qualification.
Desirable:
- Experience of database management systems as an advanced user or admin;
- Proficiency in DDG or ICT4D;
- Experience in designing database management systems (in collaboration with IT specialists);
- Experience with iFormBuilder or Zoho Reports;
- Experience on WASH projects;
- Experience of coordinating multiple stakeholders;
- Employment background in DRC or in the region.
