Based on its experience and capacity in Iraq, FRC has decided to mainly focus its operation on sectors of livelihood and WASH. Indeed FRC was already implementing WASH activities for Syrian refugees in Domiz camp in the Dohuk governorate as well as in Khanke camp for IDPs population. FRC is also implementing a Livelihood program in the Dohuk governorate and an emergency response for IDPs in the Ninewah governorate in close cooperation with the Iraq Red Crescent Society (IRCS). This project consists in providing NFI and Wash assistance to internally displaced populations.

The Livelihood project that this job description refers to will be implemented in coordination with the IRCS, under the lead of the Norwegian Red Cross, and in collaboration with FRC team in Jordan (to build regional synergies). It will be implemented in both Dohuk and Erbil governorates, and will include two main components:

  • vocational training and support to business development
  • micro-project design and implementation through community work

Position

PURPOSE OF JOB

Under the management of the Head of Delegation, and in close coordination with the MADAD Consortium Country lead (Norwegian Red Cross), the Program Manager will be in charge of the implementation of the project activities. In that regard and considering the context described above, the Livelihood Program Manager for the MADAD program will be expected to provide livelihood technical inputs both in the Iraq delegation and at a regional level when/if needed, in order to strengthen FRC’s Livelihood strategy.
 

RESPONSIBILITIES

  • Ensure the overall coordination, planning, monitoring and management of the project, in partnership with IRCS
  • Manage and train the project team
  • Ensure adequate communication, internal and external reporting on the project
  • Contribute to context analysis and development of FRC operational strategy in Iraq

He/she supervises one international project manager and national field staff

Functional links

Internal:

  • in HQ: Livelihood technical adviser, WASH technical advisor (for soft Wash component of the program) within Iraqi Delegation: logistic and administration/finance departments, assistant HoD for reporting purpose
  • on the regional level: Jordan PM counterpart (for potential technical advice)

External:

  • collaborates with the IRCS, Consortium partners, local authorities holds regular meetings with the project’s donors, and attends upon request other external meetings (with EU, INGOs, UN agencies, etc.)

Profile of the candidate


Program coordination and management

  • Livelihood (market assessment, vocational training, business support...) background: relevant degree or extensive professional experience.
  • Linked to the function of livelihood program manager:
    • experience in implementing programs related to livelihood
    • experience / knowledge in social and economic integration
    • strong experience in community mobilization
    • strong project and team management skills
    • sound experience in partnership and capacity building
    • good communication, analytical and drafting skills
    • knowledge of the economic situation in KR-I would be an asset
    • strong writing skills
  • Linked to the specific environment of the mission:
    • excellent interpersonal and intercultural skills, more specifically with displaced/refugee population
    • good knowledge or experience of the Red Cross Movement preferred
    • rigor, flexibility and adaptation capacities
    • experience in the Middle-East an asset
  • Languages: English compulsory, French or Arabic would be a strong advantage
