Afghanistan: Chief of Party

Chemonics seeks a chief of party for the anticipated five year USAID Energy and Natural Resources Development Support program in Kabul, Afghanistan. The program will support the Afghanistan government in developing the country's energy market and foster private sector investment in its abundant natural resources. It will also provide a broad range of technical and professional services to help develop institutional capacity within the Afghanistan government's energy ministries. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall program leadership through strategic planning, management, and technical implementation
  • Establish and develop positive relationships with host-government structures and other stakeholders
  • Serve as the program's primary in-country representative to USAID, the Afghanistan government, and other donors
  • Provide technical oversight for the work of long- and short-term team members and consultants and supervise all program staff and consultants, both expatriate and domestic
  • Ensure quality control and the overall responsiveness of technical assistance provided, including any necessary adjustments to operations to fit the requirements of USAID and the Afghanistan government
  • Oversee the design, quality, development, and completion of all assessments, analytical reports, and evaluations
  • Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation, and related tasks
  • Manage home-office and field-office based staff

Qualifications:

  • Advanced degree in public financial management, civil engineering, energy financing, or other relevant field required
  • Minimum 15 years of experience in policy and investment issues related to energy
  • Minimum 10 years of experience implementing public or private sector energy programs of similar scale, particularly in transitional, Islamic, and/or post-conflict countries
  • Demonstrated experience with energy production transactions, privatization strategies, oil and gas sector, electricity sector planning and restructuring, energy policy, utilities regulation, regional exploration planning, and mining investment
  • Technical experience assisting Afghanistan government agencies, particularly with the Ministry of Mines and Petroleum, Ministry of Energy and Water, Da Afghanistan Breshna Sherkat, and Afghanistan Gas Enterprise
  • Experience building the capacity of regional, national, and local institutions and private sector partners
  • Ability to establish and maintain relationships with high-level national and local government officials and other key stakeholders
  • Experience building and effectively supervising a diverse team of employees spread across an expansive region
  • Chief of party experience with a USAID project strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and oral English required; proficiency in Dari preferred
