The Emergency WASH Coordinator will be the lead WASH staff person on IMC’s Yemen response, responsible for overseeing and managing the technical design, implementation, monitoring and evaluation of all of IMC’s WASH activities in Yemen. Currently, this includes water trucking to hospitals, health facilities, and IDP communities, distribution of hygiene kits, hygiene promotion, rehabilitation of water supply, and other WASH activities as needs arise. These will have a strong link to ongoing or planned health and nutrition activities.


The position leads on the rapid roll out of WASH interventions and overall response to the changing situation in Yemen, taking into account the needs of the community; the current levels of capacity of actors on the ground; and eventual expanding of current programs. This person will also provide technical management and support for teams of WASH Officers in IMC’s three key areas of programming: Sana’a, Taiz, and Aden/Lahj Governorates. The position will also act as IMC’s lead point of engagement with other NGO actors, Clusters, Government ministries, donors, and other stakeholders to represent IMC and further grow its WASH portfolio and presence in the WASH sector in Yemen.

This position will be responsible for establishing and rolling out a range of remote WASH assessment, information gathering, monitoring, and capacity-building tools. He/she will work closely with the Program, Finance, and Logistics teams both in Amman and in Yemen to establish effective means of verification for quality of activities conducted and to assess the most urgent needs as they emerge.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide WASH sectoral leadership and expertise in relevant needs assessments and analysis, and determine priorities and immediate activities and resources to be implemented.
  • Ensure quality implementation of defined aims and objectives of the overall WASH response program.
  • Rapidly adapt design and overall response to the changing situation, taking into account the needs of affected Yemeni communities; the current levels of capacity of actors on the ground; and eventual expanding of current programs.
  • Contribute to ensuring that the response is fully funded by external donors, and manage (HR, financial, implementation) all aspects of emergency WASH interventions.
  • Develop letters of intent, concept papers, budgets and proposals in respect of the above.
  • Plan and manage all WASH programs and budgets (including one dedicated WASH project, as well as integrated programming), in a phased and prioritized manner with full consultation and co-ordination with International Medical Corps’ staff and other agencies both governmental and non-governmental.
  • Select and design emergency water supply interventions, target both to IDP and host communities as well as static health facilities.
  • Define, in collaboration with other actors, a suitable hygiene promotion strategy, including distribution of hygiene items and basic hygiene promotion activities.
  • Organize with the logistics and finance departments materials and support needed for all activities, including developing tools and systems to routinely gather means of verification for WASH activities that are being managed remotely.
  • Build a team that has the capacity to respond to the emergency, and assist in hiring and training as needed, and manage local national staff working under WASH program, including capacity building through remote tools.
  • In coordination with the M&E team, design and develop appropriate supervisory, monitoring and evaluation systems for WASH interventions.
  • Provide regular updates to Program Director and team on progress, priorities and constraints – verbally and in writing.
  • Represent International Medical Corps to governmental and non-governmental groups as needed and agreed with the supervisor, and in WASH and relevant emergency related Cluster activities.
  • Pro-actively participates at technical working groups, and ensures dissemination of information to the WASH team
  • Manage, supervise and provide support to all WASH staff (including remote management from Amman of staff in Yemen)
  • Pro-actively maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
  • Take responsibility for discussing job expectations, and appraise performance against set objectives on a regular basis
  • Overall responsibility for staff work plans, vacation schedules, and staff training / development activities
  • Ensure adhere to and act in accordance with relevant policies and procedures

QUALIFICATIONS

  • Fluency in English language; ability to speak and/or write Arabic preferred.
  • Bachelor’s degree or higher diploma in water and sanitation engineering, civil engineering, or related field. Master’s degree preferred.
  • 5+ years of relevant work experience (minimum 2 years in a humanitarian setting).
  • Prior Yemen and/or Middle East experience preferred.
  • Demonstrated analytical, project conceptual and planning skills projects, clear and realistic activity timetable development, agreement, and overseeing implementation and budget management.
  • Experience in emergency response, including rapid assessments and the design and delivery of effective water supply and hygiene promotion interventions in humanitarian contexts.
  • Demonstrated experience in WASH proposal development and preparation of plans and reports.
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government.
  • Experience of remote program design and management and monitoring and evaluation approaches preferred.
