Water, Hygiene and Sanitation (WASH) is part of the dedicated Sustainable Development Goal’s of the 2030 Agenda, which demands that we address universal access to drinking water and sanitation along with issues of quality and supply, in tandem with improved water management to protect ecosystems and build resilience.  Water scarcity, poor water quality and inadequate sanitation negatively impact food security, livelihood choices and educational opportunities for poor families across the world.

In order to rapidly respond to our partners’ needs NORCAP is currently growing its expert capacity within the sector of WASH.

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency, food security, legal assistance, and water, sanitation and hygiene sectors.

NORCAP is the Norwegian Refugee Council’s expert deployment capacity. We improve international and local capacity to prevent, prepare for, respond to and recover from crises. We do this by bringing together actors and by deploying experts to the UN and other national, regional and international organisations and institutions.

We have 25 years of experience in providing the right person, in the right place and at the right time to support humanitarian responses worldwide. NORCAP’s added value lies in the provision of a timely response with the right expertise, and in leaving behind lasting contributions and working to advance the humanitarian system.

Role Requirements

Typical role responsibilities require WASH experts to:

  • Apply UNHCR standards and / or the national WASH standards, depending on the context.
  • Provide technical guidance and support to partners on all water, sanitation, hygiene promotion and environment related issues to ensure quality, cost –effectiveness, sustainability and impact soundness in their implementation and in accordance with policies, standards and priorities.
  • Facilitate capacity strengthening activities of staff and of implementing / operational partners to address key areas of WASH importance to refugees / displaced population and host community members.
  • Ensure mechanisms to monitor performance of wash activities are in place and ensure data collection and reporting is carried out systematically, and within a timely manner and with quality information.
  • Complete detailed needs and resource assessments and revise designs of technical plans as necessary.
  • Encourage effective and comprehensive integration of relevant cross-cutting issues, including age, gender, people with disabilities, environment and HIV / AIDs and water-borne diseases.
  • Develop training modules, information, education and communication materials specific to the context and culture as required, and conduct training as required

Missions are currently in various locations in francophone Africa, Iraq and Haiti, so we are looking for experts with proficiency in both French and English language, while Arabic and Spanish is also an asset.

Qualifications:

  • University degree within Architecture, urban planning or civil engineering relevant to development and management of human settlements, water, sanitation or public health, or another relevant field of study.
  • Minimum 6 years of professional humanitarian experience (equivalent to the UN P3 level or higher).
  • Extensive experience in the WASH sector and a very good understanding of the social processes relating to WASH in developing country contexts, particularly in post-disaster contexts.
  • Sound computer skills with proficiency in software such as water modelling software, GIS and Autocad
  • Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.  
  • Strong written and oral communication skills in both French and English.  Arabic, Greek, and/or Spanish is an advantage.
  • Knowledge of the humanitarian community, including donors, governments, the UN system and relevant international and regional organisations.
  • Ability to conduct data analysis using various methods, and apply judgement in the context of assignments given.
  • Working knowledge of the LogFrame approach will be highly regarded.

  • Demonstrated ability to work effectively in highly stressful situations.
  • Strong communication, interpersonal and negotiation skills.
  • Analytical and creative thinking for rapid solutions
