For its 2014 established office in Dohuk, NCA is recruiting a WASH Manager for North Iraq. The programs in Kurdistan Region of Iraq (KRI) and Ninewa governorate include integrated Water Sanitation and Hygiene promotion (WASH) to Internally Displaced Persons (IDPs) in camps and returnees in host communities. 



The WASH Manager is expected to develop and quality assure NCA’s WASH activities. The aim is to contribute towards positive health outcomes for IDPs and host communities through adequate and cost-effective WASH responses. They will report to the Team Leader for North Iraq, located in Dohuk. 



The contract is for 12 months starting on 2 January 2017.

Job description

  • Develop response plans to potential humanitarian crisis and disease outbreaks.
  • Lead new WASH needs assessments and quality assure KAP-surveys.
  • Contribute to funding proposals and budgets.
  • Quality assure WASH designs, procurement plans and Bill of Quantities.
  • Develop, monitor and strengthen all components and aspects of NCA’s WASH projects, including soft- and hardware components as well as data collection and reporting.
  • Manage, supervise and coach WASH staff.
  • Conduct strict budget control in cooperation with NCA’s Team Leader and Finance Manager.
  • Participate in relevant coordination mechanisms for WASH.
  • Obtain together with national staff permits and approvals for new WASH projects and cooperate closely with relevant government authorities and local communities.

Qualifications

  • University education in engineering on bachelor or master degree level in one or more of the following subjects: water, sanitation or civil engineering.
  • Minimum 5 years project management experience, preferably from governmental or non-governmental organizations.
  • Experience with developing and/or quality assuring plans, designs, detailed Bill of Quantities and technical specifications for water supply and/or sanitation infrastructure.
  • Experience with managing and monitoring water supply and/or sanitation projects under construction and/or for operations and maintenance.
  • Previous exposure to relevant government structures and processes for approval of construction and operations of water and/or sanitation schemes.
  • Knowledge about the application of minimum standards for WASH.
  • Background from complex humanitarian crisis and exposure to security and risk management.
  • Good working knowledge of English and preferably Arabic and/or Kurdish.
