SI has been working in Afghanistan for 35 years. SI is currently implementing Food Security (1 Linking Relief Rehabilitation and Development project, 1 Natural Resources Management project, 1 Rural Development project) and Emergency (1 Food Distribution, 1 Cash For Work) programs. The mission is also managing several WASH projects in Bamyan and Khost provinces.

The opening of new areas is forecasted in the 2016 mission strategy, especially for emergency projects: Nangarhar, Kunar or Paktya. In Bamyan province, SI is present since 1997 and still works today. Today the programs implemented are principally focused on Food Security. Programs are now more oriented on mid and long term, with a different approach.

How the mission is organized:

SI intervention areas are in three provinces Bamyan, Wardak and Khost with five operational bases and one coordination base in Kabul. The mission has 10 international staff and 180 national staff. The coordination team in Kabul is currently composed of 5 expatriates (CD, Admin Co, HR CO, WaSH Co and FSL Co) and 23 national staff. In Bamyan province, there are three operational bases (Yakawlang, Saighan and Kahmard) and one “transit” base in Bamyan city. The team is composed of four expatriates (Field Coordinator, Log Admin Support, WASH PM in Yakawlang and a FSL PM in Saighan) and 80 national staff. In Khost province, there is one base in the capital of the province. The team is composed of two expatriates (Field Coordinator and Program Manager) and 36 national colleagues plus the Pakistani refugee camp staff. In Wardak province, there is one base in Maydan Shar city without expatriates and 14 national staff.

Your profile

The Field Coordinator has the role of delegated Head of Mission in Bamyan province.

He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual proceduresHe/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.He/she coordinates the teams in place and is responsible for their security in Bamyan province.He/she is the Head of Mission's direct contact and representative.

Specific context of the post:

The Bamyan Field Coordinator is responsible for all SI activities in Bamyan province. Currently this is limited to the districts of Yakawlang, Saighan and Kahmard as well as the shared office and guesthouse in Bamyan city. You will have to manage a team of 80 persons distributed on the three bases and one guesthouse in Bamyan.

Today, one project is being implemented in Bamyan province by SI:

CHP – Central Highlands Rural Development Programme - March 2013 to June 2017

The CHP is implemented by a consortium of three NGOs (SI, GERES and MADERA) funded by French Development Agency (AFD). The activities combined food security, WASH and natural resources management. This project is implemented in Yakawlang, Saighan and Khamard districts.

The national team has a long experience with SI. However a support is still needed on technical, managerial and organisational aspects. There is a need to harmonize the approaches as well as centralizing the information, the reporting and reinforcing the project cycle management.

The challenges of this specific context remain mainly in terms of representation and harmonisation between the bases and the authorities. The coordination, the strategic orientation and the security management of the different teams is a consistent challenge. The Field Coordinator is responsible for the communication, internal and external and ensures cohesion at provincial level.

In charge of the security of the SI teams in the area, the Field Coordinator is in constant relation with the Country Director.

The Field Coordinator manages needs assessment, proposal writing and participates to the fundraising.

Your profile

Education:

Masters’ degree or equivalent in law, political science, international organization management, project management or a relevant field

Experience:

  • 5 years of professional experience, including a minimum of 3 years in the humanitarian environment, with at least a positive experience in leading teams for at least 2 years.Specialization in Food Security would be an assetProven experience in conflict/post-conflict contexts and insecure environments
  • Previous experience in agriculture or Wash activities in developing countriesPrevious experience of project management in NGO / humanitarian fields
  • Experience of team management
  • Experience of trainings

Technical skills and knowledge:

  • Ability, acquired through experience, to professionally and appropriately represent the organization and negotiate and defend SI’s interests
  • Management abilities, and particularly team management skills and capacities to provide distance technical support
  • Experience in administration, finance, logistic and personnel management
  • Solid experience from development of proposals and budgets
  • Good ability to analyses and solve problems or difficult tasks
  • Excellent organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time

SI will offer you:

Salaried post:

According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Social and medical cover:

Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation:

During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
