The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than thirty countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief
Danish Demining Group (DDG) is the branch of the Danish Refugee Council that focuses on human security programming. DDG strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions. These go beyond traditional mine action activities which only reduce the threat posed by explosive remnants of war. DDG has been partnering with Free Fields Foundation (3F) to implement mine action activities in Libya since 2014.
About the Job:
The Humanitarian Mine Action Capacity Building Project Manager works on a daily basis with DDGs Libya Counterpart “Free Fields Foundation” and provide technical and management advice in all operational matters. The Project Manager reports to the DDG Programme / Operations Manager Libya.
Duties and Responsibilities:
Program
• Support the DDG Programme Manager in the direction, strategy of DDG’s Humanitarian Mine Action work in Western Libya, implemented through local Partner Free Fields Foundation (3F).
• Monitor the performance of 3F project staff, provide coaching and feedback, and develop capacity development plan
• Together with 3F program manager, plan and lead the implementation of the activities
• Contribute to realistic work plans which focus on achieving tangible results within a short timeframe
• Adhere to a rigorous Monitoring and Evaluation plan, maintaining relevant documentation
• Plan and monitor expenditure, ensuring accountability
• Contribute to interim and final project reports
• Help devise future DDG programme plans and funding proposals based on experience from the current projects
• Contribute to the management of safety and security by adhering to established protocols
• Other reasonable tasks as requested by the DDG Programme Manager
• Liaise with local government officials, local NGOs, civil society organizations, local religious leaders, community leaders and other notables to ensure support for and acceptance of DDG projects.
• Maintain close working relationships with donors, international organizations and local counterparts, including representing DDG at local coordination meetings.
• Assess the resources required for effective implementation of programmes by 3F
• Ensure that 3F manages program budgets and resources effectively, and provide support
• Manage partner performance, providing an enabling environment for learning and knowledge sharing. Identify and participate in capacity building/development activities, including identifying training needs, facilitating/promoting training programmes.
• Ensure that resources and protocols are in place for staff evacuation or medical evacuation of individual staff members should this being necessary.
Operations
• Assist the Operations Manager in the planning and tasking of operational assets
• Daily remote management and supervision of the operational mine action activities
• Ensure compliance with Standard operating procedures and perform quality assurance of operations
• Mentor, manage, monitor and supervise the national staff/partners ensuring that they carry out their duties in a responsible manner in accordance with SOPs and their job description
• Deliver training (up to EOD Level 2) to build capacity within the national staff/partners
• Monitor activities and outputs and document them in the correct formats in a timely manner
• Assist 3F to Develop internal SOPs and receive organizational/operational accreditation from the National Mine Action Authorities
• Any other reasonable duties, as required
About you:
To be successful in this role you must have:
• Substantial documented professional technical experience in mine action and minimum 5 years project management
• Experience with capacity building of Mine Action organizations and national authorities
• A minimum of EOD Level 3
• Basic first aid
• Basic radio communication skills
• Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements
• Strong administration and organizational ability
• Excellent management and personnel skills – a calm and diplomatic disposition will be preferred
• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities
• Ability to work independently and still be a good team player
• Willingness to live and work in remote and isolated area under basic conditions
• Fluency in spoken and written English, Arabic would be advantage
• Good computer skills including Excel and Word, and mapping software
We offer :
DRC will offer the successful applicant a 6 month contract. You must be available to start work from 15 July 2016 and be willing and able to work in Tripoli, Libya.
Designation of Duty Station: Non-family/unaccompanied
