GENERAL FUNCTIONS
Role objective:
The broad aim of the technical assistance is to support the WASH Section in Hargeisa with a dedicated staff to provide Project Coordination and PPP expertise and management functions for the EC Urban Water Project, and to advise and develop capacity within the new service delivery oversight unit over the remaining 17 months of the project period. The Technical Assistance will also assist in strengthening the MOWR capacity in the contract management and oversight in the implementation of immediate measures of water extension in the towns, including capacity building of utility companies roll out.
· Support the WASH Hargeisa Office in the Project Coordination and implementation functions for the improving urban water supply delivery in Somaliland (Somaliland Urban Water Supply Project).
· Advise and support the MoWR in the establishment of regulation and supervision systems for water service delivery.
· Work closely with all the implementing partners of the project, including the engineering services consulting firm, to ensure completion of all works and to document the processes, procedures and activities that lead to successful sustainable management of water supply services in the selected towns.
Expected output:
Under the guidance of the WASH Manager at USSC, Nairobi level, with administrative oversight from Chief of Field Office, coordination and collaboration with WASH Specialist at Hargeisa Office, provide Project Coordination, management and advisory functions:
Project Management
· Support the project in developing short, medium and long term detailed project implementation plans to be signed and endorsed by the Project Steering Committee for the fulfilment of the signed contract between our client and EU
· Take responsibility for ensuring that funds allocated to our client are managed according to the agreed budget and provide narrative and financial reports according to the agreed project schedule
· Develop, monitor, track progress of the implementation plan, and undertake field supervision missions on the progress of activities
· Prepare appropriate tools, e.g. monitoring frameworks, terms of reference for required consultancy assignments, progress reports to help implement and monitor the agreed milestones and planned results.
· Form technical working groups for the programme to involve all relevant stakeholders and support the development of standard agenda, for the committee/s to function to plans, monitor, guide and coordinate project implementation
· Prepare timely project progress and utilization reports to comply with the contract requirements and agreement between our clients and the EU
· Coordinate inputs of consortium partners; Terre Solidali and UNHABITAT and ensure their timely contribution to monitoring and reporting, including financial liquidation
· Collaboration with JPLG programme in implementation of PPP Projects in the 4 project locations / settlements to ensure stronger links with local government
· Technical Advice and Capacity Development
Project reporting:
· The Project Advisor/PPP Expert will report to the WASH Manager at USSC with administrative oversight from CFO, Hargeisa
· He/She will coordinate and collaborate with WASH Specialist at Hargeisa Office in the implementation of the project activities
· He/She will provide consolidate monthly reports on the progress on different components of the project
· The Project Advisor/PPP Expert will be responsible for drafting the narrative and financial donor project reports through our client according to the contract with EC.

ESSENTIAL EXPERIENCE
Education: Bachelor’s degree in Advance University degree in Governance, Water Policy, Water Sector Financing or Development Management or Business Administration with first degree in Civil Engineering, Water Engineering, Public Health or related field..
Work experience: Minimum of 11 years of demonstrable relevant Water & Sanitation experience.
Geographical experience: Local experience in Hargeisa is an advantage.
Languages: Fluency in English is essential.
Key competencies:
· At least 11 years of progressive professional experience in the water sector, including governance and institutional development works in developing countries
· Proven expertise as a project coordinator for WASH project with competency and knowledge of urban water management and public private partnership models relevant to the rural and urban setup in Africa, Asia or elsewhere
· Strong understanding of our client’s development role and its position on women and children issues
· Strong training and workshop facilitation skills
· Good inter-personal and networking skills
· Experience and ability to work in hardship environment
