The coordinator position includes coordinating several projects in the province of Bandundu, focused on the development of agriculture, the opening up and strengthening of technical education and vocational training: the opening-up program and agricultural development (PRODADEKK) and the support Program for technical education and vocational training (EDUKK) (place of Kikwit assignment)

The above projects are part of the bilateral cooperation Indicative Programme 2010 - 2013, concluded between Belgium and the DRC, which focuses on three priority areas: Agriculture, Trails and trays, and technical and vocational training (TVET).

The creation of the provincial coordinator position with the will of the Belgian part of moving the center of gravity of its operations closer to local partners, with a view to efficiency, proximity and enhanced collaboration, but also take special care to the coherence and synergies between the programs undertaken in the provinces.

Human resources shared between projects in the field of management and logistics support personnel and financial administration are grouped in the program's Steering Unit (UDP - technical team by province) and will be managed by the coordinator.

The Coordinator shall report to the Resident Representative.

The programs

The "Opening up Program Kwilu Districts and Kwango" (PRODEKK) and "Agricultural Development Program in Districts Kwilu and Kwango" (PRODAKK) were brought together by the LCMS in a single initiative. This decision is consistent with a new decentralized program approach, according to the constitutional options Congolese government towards decentralization and the new directions of development aid from Belgium, for more national ownership in particular. Their common objective of strengthening governance, institutional, organizational and individual, technical, material and financial resources of the various actors in both sectors at provincial and local levels (territories, sectors / chiefdoms, groups, villages) in order improving the quality of the state and the amount of road infrastructure, as well as production, productivity, processing, storage, marketing of agricultural products and fisheries.

The overall objective of the two programs together into one, PRODADEKK is: " The food shortage and poverty in the districts of Kwilu and Kwango are reduced through the sustainable recovery of the agricultural sector ."

PRODADEKK will contribute to this objective by interventions to a lasting increase in income of family farms in a process environmentally, by registering the intervention in market dynamics, taking into account the constraints and different needs of women and men. Concomitantly a multimodal transport network managed sustainably, passable in all seasons will be available to users.

The general principles of the program, mainly based on:

  • The respect of the institutional context: Decentralization and devolution constitute the institutional framework of the program reference. In this context, the program will respect the roles, functions and mandates of public actors.
  • Alignment "critical" to national and provincial policies: National and provincial policies are priority references in the program strategy. This alignment will be consistent with the policies and strategies defined in the framework of the Belgian-Congolese bilateral cooperation.
  • The inclusion of the cross / priority issues (environment, gender, HIV / AIDS and decent work) by specific strategies and actions.
  • Innovation, learning and capitalization: strategies and operationalization incorporate these three principles in an ongoing process of action research.
  • Sustainability and quality are the red son that guide all of the choices made under the program: investment, management and financing mechanisms, capacity building.
  • Monitoring and continuous assessment on the principle of results-based management.
  • The intervention approach is mainly focused on the geographical concentration by production areas to the search results and the improvement of the agricultural system through the development of the main enterprises and to the benefit of all sectors and territories intervention. The implementation of activities in the basins of these production areas will be successive, to achieve local support of stakeholders and promote accountability of actions.

EDUKK program

The "Support Program for technical education and vocational training supports institutions in charge of TVET and socio-economic operators (business and social integration organizations) in the adaptation of the offer TVET the needs of the community, businesses and outgoing. A strong emphasis is placed on supporting the professional integration of outgoing TVET and gender issues. The program operates through two centers Resources and several Resource Spaces that serve as operating bases interventions.

Function

  • Be the main interface of relations with provincial partners and representation of BTC.
  • Ensure the integration of different BTC interventions in the province and ensure coherence and synergy of these as a provincial program to the internal coherence of the program in terms of approaches and activities implemented by the different interventions and external coherence with national strategies and interventions of other TFP.
  • Unload the technical assistants in everyday life, sector experts, a part of their workload with the administrative, financial and operational to allow them to focus primarily on their technical assistance tasks.
  • Ensure the flow of information, prioritization and communication within the different interventions (between teams and between the structures involved in the implementation) and outward.
  • Coordinate the organization of the technical committees, exchange platforms, SMCL with technical managers: programming, invitations, agenda, preparation of documents, reports, etc.
  • Monitoring and evaluation of different aspects of the programs put in place a monitoring and evaluation system, ensure the filling evenly indicators, establish a monitoring dashboard and communicate to the teams and to the authorities provincial and the Representation of the BTC.
  • Coordinate assessment missions.
  • Ensure, on the basis of reports and schedules established by the UDP, the consolidation of information to ensure the reporting of interventions.
  • Coordinate program capitalization shares: organize exchange meetings, coordinate the organization of expert missions, prepare position papers (or stimulate the preparation of these documents by sector experts following the required technical level).
  • Coordinate with sectoral experts monitoring missions and methodological support (framework contracts, but also missions of the BTC headquarters).
  • Ensure compliance with the framework defined by BTC in close collaboration with the / RAF (equivalent of the manager / accountant couple in EDF procedures) and prioritize the programs requests, ensure monitoring of service quality.
  • Play the role of mediator between the various interventions of BTC in the provinces (conflict resolution).

The profile

  • Master degree.
  • At least 10 years of relevant professional experience, including 3 years as a project manager (s) agriculture / rural development, decentralization or institutional support involving several local actors working together to achieve the expected results.
  • Proven experience in a function coordinator / facilitator of development programs for an international organization is a major asset. This experiment involves the coordination of several complementary projects contributing to a common goal.
  • The experience has been gained mainly in Africa, knowledge of the DRC is an asset.
  • Control planning and monitoring and evaluation tools projects.
  • Any previous experience in Outcome Mapping will be considered an asset.
  • Experiences in institutional and organizational strengthening, and at the level of local development processes.
  • Excellent skills convener, facilitator and program manager .
  • Excellent interpersonal skills to foster team work.
  • Interest capitalization and the quality of the development process.
  • Sensitivity to cross-cutting issues (environment, gender, HIV / AIDS, children's rights) and experience of integrating these themes into development projects.
  • Good ability of expression and writing in French.
  • Basic knowledge of standard office software and thorough knowledge of software used commonly in the context of the function.

Contract duration : 36 months

Probable date of taking office: from June 2016

Salary package: between 6594.96 and 9794.61 euros euros (including the gross monthly salary and benefits of expatriate status: isolation premiums and hardship). The salary is based on the household composition and relevant professional experience.
