Tenure Analyst, Strategic Analysis and Global Engagement

The Tenure Analyst is responsible for conducting and managing original, high-quality research on forest and land tenure, women’s land rights, climate, and conservation in the world’s developing and forested countries, maintaining and advancing RRI’s global tenure methodologies and databases, coordinating collaborative work on RRI priority themes, and contributing to other aspects of the Strategic Analysis and Global Engagement Program (SAGE) and the RRI Coalition.

This responsibility requires demonstration of effective and proactive decision-making, and exceptional research and analytical skills. The position requires excellent communications skills and multicultural awareness, as the Tenure Analyst will work with RRI’s diverse global coalition and all levels of staff. The Tenure Analyst must also be prepared to assist with activities and projects outside the realm of her/his duties defined below as the needs of the Coalition dictate to deliver maximum progress toward the Coalition’s objectives.

This is a full-time position (40 hours a week) based in Washington, D.C., with compensation commensurate with skills and experience.

This position reports to the Director of SAGE.

Essential Job Functions

1. Manage the implementation of SAGE’s Tenure Tracking Portfolio – as defined in the SAGE annual work plan. This includes the following responsibilities:

  • Design, commission and conduct original high-quality research on land and forest tenure dynamics in the world’s developing and forested countries.
  • Maintain and advance the scale, rigor, and scope of RRI’s global tenure methodologies and databases – including a specific focus on the changes to the geographic extent of land and forest ownership globally and the analysis of tenure laws/policies. In 2016, one focus of the Tenure Analyst’s portfolio will be developing a publication on women’s land rights within community-based systems of land tenure.
  • Lead and/or contribute to the design of new research projects related to community rights to land and other resources – particularly, but not limited to the contexts of REDD+, conservation, and women’s rights within community tenure systems.
  • Draft, manage peer review, edit, and coordinate the production of a variety of analytical projects including policy briefs, working papers, and major RRI reports.
  • Review and manage the production of analytical products drafted by RRI staff and external consultants.
  • Participate in the design and implementation of SAGE’s annual work plan, especially in the development of the following year’s tenure analysis portfolio.
  • Aggregate and anticipate trends in tenure globally, and contribute to the RRI Annual Review.
  • Coordinate with and manage the work of the SAGE Tenure Tracking Program Associate.
  • Work with the SAGE Program Associate to maintain the tenure analysis component of the SAGE budget, prepare and manage contracts and fulfill other administrative requirements.
  • Support SAGE’s monitoring and evaluation process, and contribute technical sections related to tenure, tenure reform, and dynamics for future tenure reform to donor reporting and grant writing.

2. Liaise with other teams and directors in RRG to support the integration of RRG tenure analysis into the RRI coalition’s work at country and regional levels. Responsibilities include:

  • Provide technical assistance to conduct country-level tenure studies and work closely with Country and Regional Programs to develop locally useful tools based on Global analyses and to incorporate and feature CRP work and perspectives into Global work.
  • Work closely with RRI communications staff to ensure that communications support is integrated in the design and implementation of analytical and outreach activities.
  • Contribute to strategic analysis and production of technical content for high-level events on thematic issues related to RRI’s mission.

3. Establish working relationships with key technical individuals and strategic thinkers in Partner and Collaborator organizations to advance priority activities and information-sharing within the coalition.

Required qualifications, experience and skills

1. Advanced degree in environmental or human rights law, geography, economics or related discipline (JD, LLM, MA, MSc, PHD, or other relevant advanced degree).
2. At least 5-6 years of professional experience researching and working on developing country land and natural resource tenure issues. Experience working in one or more developing countries preferred.
3. Exceptional communication skills, coupled with the confidence and awareness to interact comfortably and respectfully with high-level leaders from diverse cultures, backgrounds, and approaches to work.
4. Must be fluent in English. Written and spoken fluency in Spanish and/or French strongly preferred.
5. Exceptional writing skills. Ability to write clear and concise content for a variety of audiences, ability to edit text written by others, and to make complex concepts more understandable without compromising message and content.
6. Strong data analysis skills, including the ability to design datasets and perform analyses of data in both MS Excel and Access.
7. Exceptional organization skills and demonstrated ability to excel while juggling competing priorities. Excellent time management is essential.
