Be a senior member of a multi-disciplinary team focused on increasing the effectiveness of international development activities in fragile and conflict-affected parts of the world. As the Team Leader of the Training and Cadre Development Team, you will be a recognized expert in adult learning theories and practices, particularly as they apply to equipping development professionals to work in parts of the world affected by conflict, violence, and the need for peacebuilding support.
Lead a state-of-the-art training portfolio designed to help USAID staff understand conflict dynamics, apply conflict-sensitive best practices, and design and manage effective peacebuilding efforts within broader international development programs. Create learning environments that develop USAID program staff working in fragile or conflict-affected countries across all technical sectors (i.e., democracy/governance, health, agriculture, economic development, etc.) Offer technical assistance with conducting conflict assessments and expertise in developing ways to mitigate the impact of conflict in areas where international aid programs are delivered.
Foster relationships throughout USAID, as well as within the broader peacebuilding community, to identify and recruit potential training participants, advocate for conflict sensitivity as part of USAID’s foreign assistance programming ethos, and keep up with changing needs for learning and development as knowledge about conflict management and mitigation evolves and is applied in new real-world situations.
Oversee efforts to design and implement CMM’s annual training and cadre development plan. Manage relationships with contractors, either as a Contracting Officer’s Representative (COR) or in support of other CORs, to be sure your contractors and your team are responsible stewards of federal funds and meet intended learning outcomes. Plan work assignments, manage training budgets and allocate other resources, promote best practices that yield meaningful adult learning experiences, and assess the Agency’s ongoing needs for training and cadre development specific to conflict management and mitigation.
NOTE: This position will be filled on a temporary basis only (via a "Term" appointment), initially not to exceed 13 months. This opportunity will not confer permanent Federal employee status.
QUALIFICATIONS REQUIRED:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Specialized experience at the next lower level for this position includes leading a team of professionals in managing the administrative operations of a professional training program that required you to demonstrate proficiency not only in the administrative aspects of running a training program, but also the public policy issues addressed within that training. The public policy issues addressed within your training must be related to ways in which your organization and/or its partners deal with issues of social or political importance (e.g., education, public health, environment).Experience in training associated with administrative policy (e.g., procurement, finance, IT) is not qualifying for this position.
Examples of how you can demonstrate your specialized experience include: using your advanced knowledge of policy issues as articulated in laws, directives and regulations to design, develop and evaluate training programs directed at policy staff; applying methods of instruction and principles of adult learning in adapting training programs to ensure they meet participant learning outcomes; reporting and evaluating the effectiveness of training programs in helping your organization meet policy objectives; and recommending changes to training programs based on your deep knowledge of the subject matter of your training and how participants are applying your training in real-world policy situations.
SELECTIVE PLACEMENT FACTOR: In addition to meeting the above minimum qualification requirements, your resume must show that you have demonstrated experience designing, managing, or conducting a training program across all phases of implementation (i.e., design curriculum, deliver training, and assess learning) aimed at ways to design, implement, or evaluate development aid interventions in conflict-affected or fragile environments.Selective Placement Factors (SPF) are special qualification requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
