I. Organizational context

The United Nations Entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls; for the empowerment of women, and to achieve equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, and in peace and security. By placing women's rights at the heart of its work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments to gender equality and mainstreaming are translated into action worldwide. At the same time, it exercises substantive and coherent leadership to support the priorities and efforts of Member States, building an effective partnership with government, civil society, as well as other relevant actors.

UN Women comprehensively addresses the root causes of inequality from a perspective of transforming the systems that reproduce gender inequalities and discrimination and with a focus on peacebuilding around:

  • Women's voice, leadership and autonomy
  • Strengthening multilateral and regional regulatory frameworks, laws, policies and institutions that promote gender equality at the national and subnational levels;
  • Effective participation and protection of women in all areas of peacebuilding, security, and humanitarian action
  • Equal access for women to services, goods and resources;
  • Financing gender equality and women's empowerment;
  • Positive social norms, including participation of men and boys;
  • Production, analysis and use of gender statistics; and
  • United Nations system coordination for gender equality and the empowerment of women.

The Strategic Plan 2022-2025 seeks to achieve gender equality, the empowerment of all women and girls and the full realization of their human rights. The Strategic Plan is based on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolution 1325 on women, peace and security and subsequent Resolutions under this agenda, the Programme of Action of the International Conference on Population and Development and other outcomes of relevant intergovernmental processes, such as General Assembly resolutions and agreed conclusions of the Commission on the Status of Women. UN Women contributes to the implementation of the Regional Gender Agenda for Latin America and the Caribbean and the 2030 Agenda for Sustainable Development by placing Sustainable Development Goal (SDG) 5 on gender equality at the center of the SDGs and in coordination with all other Goals in order to ensure comprehensive progress.

II. Background

The required services will be developed within the framework of funding from the United Nations Secretary-General's Peacebuilding Fund (PBF) for the development of the Climate Resilient Women Project: Forest Areas for Climate Security and Peacebuilding in Honduras (MUCAMPAZ), which has a planned implementation period of two years, with coverage in four municipalities of Honduras, in the departments of Francisco Morazán and El Paraíso.

The objective of MUCAMPAZ is to increase the resilience capacities of rural women to respond to climate security risks by strengthening their participation and influence in the governance structures of agroforestry cooperatives and in the resolution/prevention of conflicts over the use of forest resources.

Strategically, the project develops its actions under three expected results:

  1. Governance and decision-making processes in assigned forest areas (AFA) related to the peaceful management of natural resources and conflicts linked to equitable access/use of these resources have significant participation of women, particularly those with different intersectionalities (young women, heads of household, disabled).
  2. Women's livelihoods are strengthened and diversified through the effective functioning of their agroforestry organizations and their advocacy for effective participation in economic and productive revitalization activities.
  3. State entities have effective and gender-sensitive mechanisms to contribute to the sustainable use of forests and water sources and to prevent conflicts associated with climate security that disproportionately affect women.

Based on the mandate of UN WOMEN and the objectives set out in the MUCAMPAZ project, it is necessary to hire a consultant specialized in the preparation of baseline documents and diagnoses aimed at establishing goals and means that contribute to the achievement of the established objectives and to the identification of opportunities to build and strengthen synergies of coordinated multi-stakeholder work to improve the governance of agroforestry cooperatives and the participation of women in them for the prevention and management of conflicts. The diagnosis will serve as a reference document for the preparation of other products that are part of the project, including capacity building processes and the establishment/strengthening of articulation spaces.

The consultancy must be developed in consultations in the municipalities of Francisco Morazán, Yuscarán, Danlí and Trojes for the prioritized cooperatives CHABOSUJI Agroforestry Cooperative Limited, Villa Santa Los Trozos Agroforestry Cooperative Limited, Agua Fría Mineral Agroforestry Cooperative, Troncones - Palmilla Agroforestry Cooperative, Fronteras de Oriente Agroforestry Cooperative Limited, La Guadalupe Agroforestry Cooperative Limited: for which the consultant must mobilize autonomously based on a schedule agreed with the project coordination.

III. Objective 

General Objective: To prepare a baseline diagnosis document for the project "Women Resilient to Climate Change: Forest Areas for Climate Security and Peacebuilding in Honduras (MUCAMPAZ)", which includes a comprehensive and situational diagnosis on political, economic and social empowerment of women and youth, as well as the main socio-environmental conflicts that occur in the prioritized Assigned Forest Areas (AFA), which identifies the starting point of the prioritized quantitative and qualitative indicators of the MUCAMPAZ Project and qualitative elements of the context that may influence the execution and achievement of objectives.

Specific objectives are:

  • Identify and demonstrate the context at the start of the project, diagnosing the socio-environmental conflicts of the prioritized AFAs and the support capacities of the prioritized organizations.
  • Identify and demonstrate the value or starting points for the correct monitoring of progress in the prioritized indicators, which will be indicated by the coordinating team of the Project agencies, developing means for correct monitoring.

The expected results of the consultancy are:

1. The primary information collection has been carried out to identify and demonstrate the context of the start of the project, and the concrete starting value of the prioritized indicators,

2. Participatory diagnoses of the socio-environmental conflicts of the prioritized AFAs and the capacities of the AFA support organizations prepared

3. Monitoring instruments developed for the prioritized indicators

Deliverables will have at least:

  1. The work plan. It will include methodology and instruments for collecting baseline information and for preparing the diagnosis. At least the following collection instruments will be surveys, interviews, focus groups, and stakeholders. A plan for collecting information and a plan for analyzing the information and identifying the database to be used. A work schedule with a travel plan for collecting information. These must be approved by the Project monitoring team.
  2. First draft of local diagnosis and participating organizations. It will contain 1) introduction; 2) Description of the Methodology; 3) Collection of Information; 4) Results and analysis; 5) Conclusions; 6) Recommendations; 7) Annexes, including the instruments for the collection of information, updatable to collect data on progress in indicators.
  3. First draft of the baseline of the assigned quantitative indicators of the MUCAMPAZ Project according to the required information needs. It will contain: 1) introduction 2) Description of the Methodology; 3) Information Collection; 4) Results and analysis; 5) Conclusions, 6) Recommendations; 7) Annexes, progress of the indicator sheets, progress of the database and the instruments for the collection of information, updatable to collect progress data on indicators.
  4. The final products of this consultancy will be:

A baseline document and a final Diagnostic document for the MUCAMPAZ project, containing at least the following elements: 1) Executive summary; 2) Introduction; 3) Objectives; 4) Description of the Methodology; 5) Information Collection; 6) Results and analysis, including an update of the Project's intervention logic with the updated baseline data; 7) Conclusions; 8) Recommendations; 9) Annexes that must contain, at least: sheets for each indicator, description of the database and the instruments for collecting information, editable to collect progress data on indicators.

III. Scope of objectives

The incumbent is expected to carry out the responsibilities and activities necessary for the delivery of the products described below in order to achieve the objective(s) of the consultancy.

Such responsibilities will include:

  1. Coordination meetings with the project team
  2. Visits to the project area
  3. Participatory analysis with AFA support organizations
  4. Gathering information with tools to then monitor the prioritized indicators

IV. Deliverables

The incumbent is expected to carry out the key responsibilities and activities necessary to deliver the described products, with the aim of achieving the objective(s) of the consultancy.

The key activities required to achieve each of the consultancy objectives and its products are described below; these can be expanded or new ones integrated.

V. Payment method

Payment for services will be made upon delivery of each product set out in the table above, subject to satisfaction and approval by UN Women in accordance with the schedule set out below. When processing the final payment, the consultant's performance evaluation must be accompanied by the certificate of payment (COP)  to process the final payment.

The consulting contract determines the inclusion of all costs (all-inclusive); the Organization will not assume any additional costs or benefits to the fees for services. Therefore, it is the responsibility of the consultant to have medical insurance for the period of the contract and it is recommended that it includes medical coverage for illnesses related to COVID-19. Medical coverage must be international in cases where the contract requires international missions or assignments.

If selected for this vacancy, proof of medical coverage will be required within the first two months of the contract.

VI. Supervision and performance evaluation

The consultancy will be managed by UN Women Honduras. The supervision of this consultancy will be carried out by the coordinator of the UN Women Women Peace and Security Area. The Consultant is not a United Nations official and will carry out the activities related to his/her consultancy virtually, from his/her own workspace in accordance with what was agreed in the work plan.   

The consultant will work under the supervision of the UN Women Coordinator for Peace and Security, and will be supported by the Monitoring and Evaluation Partner, who will be the point of contact for contract and payment issues.

For the proper development of the consultancy, the supervisor will provide the selected person with the existing documents and information available to UN Women related to the topics of the consultancy. It is the consultant's responsibility to obtain primary and secondary information from other sources, if necessary.

The selected person will maintain permanent coordination with the supervisor for effective execution and development of the products requested in these Terms of Reference and will provide information as requested within the framework of the terms of reference. 

The planned trips required for the consultancy assignment will be to the municipalities of Francisco Morazán, Yuscarán, Danlí and Trojes, to the areas of the 6 AFAs prioritized by the project: CHABOSUJI Agroforestry Cooperative Limited, Villa Santa Los Trozos Agroforestry Cooperative Limited, Agua Fría Mineral Agroforestry Cooperative, Troncones - Palmilla Agroforestry Cooperative, Fronteras de Oriente Agroforestry Cooperative Limited, La Guadalupe Agroforestry Cooperative Limited. As well as interviews with the accompanying organizations: Honduran Federation of Agroforestry Cooperatives FEHCAFOR (OSC), National Council of Cooperative Women of Honduras (CONAMUCOOPH) and the Community Forestry Development Department of the Forest Conservation Institute and two of its regional offices. These will be included in the payment for the consultancy.

VIII. Intellectual Rights , Patents and Other Property Rights

Title to any equipment and supplies that may be provided by UN Women to the Consultant for the performance of any obligation under this Contract shall remain with UN Women and such equipment shall be returned to UN Women upon termination of this Contract or when no longer required by the Consultant. Such equipment, upon return to UN Women, shall be in the same condition as when delivered to the Consultant, subject to normal wear and tear. The Consultant shall be responsible for compensating UN Women for damaged or defaced equipment regardless of normal wear and tear.

UN Women shall be entitled to all intellectual property and other proprietary rights including but not limited to patents, copyrights and trademarks, in relation to products, processes, inventions, ideas, know-how, documents and other materials prepared or collected by the consultant as a result of or in the course of performing this consultancy, and the consultant acknowledges and agrees that such products, documents and other materials constitute works made for hire for UN Women. However, in the event that such intellectual property or other proprietary rights consist of any intellectual property or other proprietary right of the Consultant: (i) that existed prior to the Consultant’s performance of its obligations under this Agreement, or (ii) that the Consultant may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under this Agreement, UN Women shall not and shall not claim any ownership interest therein, and the Consultant shall grant to UN Women a perpetual license to use such intellectual property or other proprietary right solely for the purpose and requirements of this Agreement.

X. Selection procedure and requirements for application

The selection process will be carried out through an open process, published on the UNDP Jobs platform, in which a formal verification is first carried out to ensure that the applications comply with the documentary evidence to be examined and the minimum requirements established for the consultancy. Then, the technical evaluation of the applications received is carried out, which will be rated based on the technical requirements established in the following rating table:

Support Functions:

- It is required to have completed a Bachelor's degree in Social Sciences, Environmental Sciences, Forestry Sciences, Statistics, Development Studies or similar.

- Master's degree, specialization courses or diploma in Social Research or Statistical/Population Studies.

Shortlisted candidates may be invited to a competency-based interview based on their level of knowledge of the subject area and on the specific topic of this consultancy. The relative weight of the interview, if it is decided to be held after the curriculum review, will be 50% of the total score (i.e. 50% for the table of compliance with the requirements and 50% for the interview).
