This position is located in the Programme Office in Ecuador (POECU) with duty station in Quito, Regional Office for the Andean Region and Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Officer (Crimes that Affect the Environment) will work under the overall guidance of the UNODC Regional Representative of the Regional Office for the Andean Region and Southern Cone (ROCOL) and the direct supervision of the Programme Coordinator of the Global Programme on Crimes that Affect the Environment in Latin America and the Caribbean and Head of the Programme Office in Ecuador. Responsibilities

Within limits of assigned authority, the Programme Officer (Crimes that Affect the Environment) will participate in managing and coordinating the implementation of projects on environmental crimes of the Global Programme on Crimes that Affect the Environment in Latin America and the Caribbean. The incumbent will perform the following specific duties:

  • Provide input and substantive support to monitoring the implementation of activities and their effectiveness, i.e. the project strategy, management arrangements, deliverables, etc.
  • Coordinate the managing of human and financial resources of the programme, ensure effective utilization, supervision, and development of staff.
  • Participate in monitoring the activities that have been undertaken, and their progress towards achieving the project purpose and monitoring progress towards impact.
  • Contribute to evaluating programme effectiveness, benchmark results and lead knowledge management for continuous improvement of the Global Programme on Crimes that Affect the Environment strategies to combat environmental crimes.
  • Identify learning and training opportunities for staff and partners in relation to crimes that affect the environment its related offenses, and organized crime.
  • Provide substantive support to managing the programmatic/administrative tasks necessary for the functioning of the programme/projects and teams, including preparation of budgets, performance parameters and indicators, policy and operational objectives, budget and programme performance reports, preparation of inputs for results-based budgeting, etc.; prepare related documents/reports (work programme, programme budget, etc.).
  • Assist in developing a resource mobilization strategy and build partnerships that promote long-term involvement and financial, in-kind support and resources by donors, public and private sector donors to support the Global Programme and the Programme Office.
  • Design and provide support to the strategic planning of the Global Programme and the Programme Office and assist in developing innovative strategies against Crimes that affect the environment, its related offenses, and organized crime.
  • Participate in the development of systems for monitoring, follow-up and evaluation of projects to increase the impact of programmes. Keep abreast of best practices and new policies in themes related to crimes that affect the environment.
  • Support, organize and participate in advocacy meetings, round-tables, training workshops and other meetings.
  • Liaise on substantive issues with counterparts, both in the city of Quito and in the countries of the project and Global Programme on Crimes that Affect the Environment, and with officials of other organizations and specialized agencies.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Ensure that requirements, background information used for data analysis are documented.
  • Perform other work-related duties, as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminal justice or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience will be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant professional experience at the national or international level in project or programme management, administration or related area is required. Work experience in programme management in the area of transnational organized crime and crimes that affect the environment is required. Work experience in resource mobilization and fundraising is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nation Secretariat. For this position, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
