The NRC Central and West Africa region includes operations in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of the Congo, Mali, Niger, and Nigeria. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict.

Located in Dakar, Senegal, the Central and West Africa Regional Office (CWARO) oversees the country programs in the region and provides strategic guidance and oversight across the core program, advocacy and support functions.

NRC’s programmes and advocacy support families affected by conflict in - Education, Livelihoods and Food Security(LFS), Information, Counselling and Legal Assistance (ICLA), Protection from Violence, Shelter and Settlements, and WASH.

What NRC is looking for

The Norwegian Refugee Council (NRC) is seeking a Regional Livelihoods and Food Security Adviser responsible for providing specialist advice and guidance to the Country Director and/or Head of Programme and LFS Specialists at the Country level in ensuring that optimal LFS program strategies, systems, policies, tools and practices are in place. The Regional LFS Adviser will also contribute to funding bids from the LFS perspective and assist the Country Office in ensuring that donor opportunities are identified, and donor obligations and requirements are met.

The Regional LFS Adviser will provide a range of advisory support, technical oversight and capacity building to CO staff in relation to their own specialist area of expertise.

The Role

An exciting opportunity to provide advisory support, technical oversight and capacity building to ensure that optimal LFS program strategies, systems, policies, tools and practices are in place. 

  • Policy and strategy and program development- Responsible for ensuring compliance and adherence to NRC policies, guidance and procedures in relation to the thematic area while contributing to the development of policies, strategies, tools and new approaches with a focus on innovation and piloting.
  • Technical development, support and capacity building- Responsible for providing strategic advice technical support and capacity building support to the Country Offices in the region on relevant core competency or cross-cutting issues across Country Offices in the region and the Regional Office.
  • Quality standards, data analysis and M&E- Responsible for supporting and monitoring country programme compliance with the Programme Policy and respective quality assurances in relation to the core competency.
  • Networking, representation and relationships- Responsible for identification, development and maintenance of relationships with relevant stakeholders (e.g., donors, UN agencies, NGOs, research- and educational institutions, private sector) related to programs in general and more specifically as related to NRC’s Core Competencies

Qualifications

Professional competencies

  • Minimum 4 years of relevant professional experience as a manager and/or adviser in the LFS sector/field
  • High level of professional expertise in more than one field of core competence
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources.
  • Able to represent the organization at a strategic level.
  • Fluency in English and French, both written and verbal
  • Experience from working in complex and volatile contexts.
  • Knowledge, experience and skills with cash and market-based analysis programming, is required.
  • Knowledge and experience with both Food Security and Livelihoods analysis is required.
  • Experience in developing professional networks, partnerships and external representation is required.
  • Experience designing relevant assessments and multisectoral needs assessments and analysis is required.
  • Contextual knowledge or previous experience in Central and West Africa desired
